A Friendly Reminder: If your permit is nearing expiration, please remember to register for a renewal class. We recommend doing so at least 90 days before the expiration date—don't wait until the last minute!

Time-Sensitive Update for Maryland Wear & Carry Permit Holders

Please be advised of an important, time-sensitive update following a ruling by the U.S. Court of Appeals for the Fourth Circuit on January 20, 2026, concerning Maryland’s fi****ms carry restrictions.
The court largely upheld the state’s “sensitive places / restricted areas” carry rules. However, it struck down one key provision and reinstated two restrictions that had been previously blocked by a lower court.-----Key Takeaways: Where Carry Restrictions Remain Enforceable (Examples)
The following locations are generally upheld as restricted areas:
Government buildings
Schools and school grounds
Public transportation / mass transit facilities
Healthcare facilities
Museums
Stadiums, racetracks, amusement parks, and casinos
State parks, state forests, and Chesapeake Forest Lands
The Major Change: Private Property
The court struck down Maryland’s rule that automatically prohibited carry on private property open to the public unless the owner explicitly granted consent.
Important Note: Property owners retain the right to prohibit fi****ms through posted signage, direct notice, established policies, and trespass enforcement. This ruling removes the state’s automatic presumption of "no-carry," but does not affect a property owner's ability to set their own rules.

Any Delaware resident seeking to purchase a handgun who does not possess a valid CCDW license must now apply for a permit before purchasing a handgun.
While most applicants must take a fi****ms safety training course, some are exempt but must submit proof of their exemption with the application. Exempt individuals include:
Qualified law enforcement officers
Qualified retired law enforcement officers
Sheriffs and deputy sheriffs
CCDW license holders
Federal fi****ms licensees and Delaware deadly weapons dealers
Armored car guards and licensed security personnel
Licensed constables in Delaware
Delaware correctional officers
Active military and National Guard members
NRA-certified instructors
People with a valid Delaware hunter safety certification
Competitive shooters with valid classification cards from the NRA, IDPA, IPSC, or USPSA
Anyone acquiring a permit must submit a completed application form, a valid Delaware driver's license or state ID, the fi****ms training course certificate or proof of exemption, and additional documentation for law-enforcement, military, or other exemption status (if applicable).

We are having a USCCA AR Fundamentals class on Oct. 18th. This is what to expect.
USCCA AR Fundamentals is a multi-level, instructor-led firearm training program focusing on the safe and effective use of AR-15 style rifles for civilian self-defense. The courses cover basic rifle function, operation, maintenance, and shooting techniques, including stance, sight alignment, trigger control, and managing speed vs. precision. Students learn to use the rifle in a defensive context, practicing drills like target transitions, reloads, and clearing malfunctions under the guidance of a USCCA-certified instructor.
Key Skills Covered
-Safe Handling: Proper manipulation of the rifle.
-AR-15 Fundamentals: Basics of operation, nomenclature, and design.
-Shooting Fundamentals: Stance, recoil control, sight alignment, trigger management, and achieving a proper sight picture.
-Maintenance: Basic cleaning and upkeep of the rifle.
-Practical Application: Drills for target acquisition, reloads, malfunction clearance, and combining speed with precision.
What to Bring (for the range portion)
-An AR-15 rifle with a sling and an optic or iron sights.
-Multiple magazines.
-Sufficient ammunition (number of rounds varies by course).
-Eye and ear protection.
-Appropriate clothing and footwear.

Don't forget to check your permit's expiration date! Avoid waiting until the last minute to complete the 8-hour refresher class required for renewal. Remember, the Maryland State Police (MSP) typically takes about 60 days to process your permit once you submit the necessary paperwork. Don’t risk being unable to carry because you delayed your training and paperwork submission.
