In case you haven't heard, under SB1595-2024, the amount exempt from garnishment in Oregon is changing effective 1/1 and 7/1/2025. Yes, twice this year and then again each July 1 until 7/1/2027, when it will be connected to the minimum wage.

Something new - Our city is starting a Revenue Task Force which will have members from both citizens and employees. Members of this Revenue Task Force will be paid a monthly stipend. Citizen's stipends will be paid through accounts payable and they will be issued a 1099. Employees stipend will be paid through the payroll process and taxed accordingly. In your opinion, is this the correct approach?

There is word on the street the state has arbitrarily decided to remove the limit an employee can request for supplemental wages on an approved PLO leave. This action would allow an employee to use 8-hours of accrued sick and receive a full day of PLO wages.

Furthermore, the state is reported to be applying the definition of family member under PLO to OFLA.

But wait, there is more! In an expansion to gather more taxes the state will be reportedly tying PLO taxable wages to line up with Social Security eligible wages thereby increasing the threshold.

This has yet to be placed in formal written form but was discussed at a SHRM meeting in Salem on Friday.
