This bill gives school districts transportation options beyond yellow school buses. It allows them to utilize their transportation funds for public transit, crossing guards, and walking/biking groups, to get students to school safely and reliably.

A few weeks ago, my staff and I visited the Serendipity Center on Division St SE in Portland. This facility was robust. We learned how the facility and staff serve the K-12 students who can no longer be served by the district. We saw their garden where they learn the process of farm to table food, including preservation. The classrooms were set up to include activities that are adapted for all learning styles. The details of the classrooms, including the color coded tiles for distancing, are so thoughtful and inclusive of the variety of students they work with.
We are so proud of the facility and so thankful for the service they provide to the community.
This session I will support legislation that improves access to these facilities and bolsters their ability to continue providing these necessary amenities for our community.

Representative Nguyen of House District 48, Representative Valderrama of House District 47, and Senator Kayse Jama of Senate District 24 are collaborating on a Joint Town Hall February 16th from 6:30pm-8:00pm at the Ronald Russell Elementary School Gym.
We will have Spanish and Vietnamese translation services. We are hoping to have an ASL interpreter but have yet to confirm that.
The event will be a forum for our community to ask questions about the Representative’s and Senator’s priorities for this 2023 legislative session. We will also host a Resource table with items from the Community.

Last week I joined Rep. Neron, Rep. Gamba, Rep. Hartman, Rep. Bynum, Rep. Hieb, Sen. Meek, and Clackamas County leadership for their Legislative Breakfast and Courthouse Groundbreaking. What an awesome event! I even got to say hi to my friend and mentor, the former Representative Jeff Reardon. I am honored to continue the work he started in House District 48, and bring my own flavor to this session.

Oregon Recovers brought constituents from our district to visit me on their lobby day. What a powerful visit. What stood out the most was that services are not readily accessible. I also heard that they need their community to support them through their long-term recovery.
I know that this is a difficult budget year, and redistribution of funding and resources away from recovery is not the answer. I have a lot of work to do and I am excited to get started.

The Executive Director of the Clackams County Children's Commission brought HD 48 Constituents to the Capitol on their Lobby Day this week. We heard stories from mother's and grandmother's about how the Head Start Program isn't just a service for the child, but a community for the family. We heard a mother's journey through homelessness, addiction, and renewal. We heard a grandmother's story of generations of assistance. She also shared her grandchild's journey from not being able to walk, using a walker, and now running on their own - of which the walker was provided by Head Start. We learned their need for funding, educator workforce and facilities.
We are very much looking forward to working with early childhood programs throughout the session to ensure we are advocating for their needs. As the Vice Chair of the Early Childhood and Human Services Committee, I am excited to be in a position to advocate for my community.

The City of Happy Valley delegation came to visit our office during City Legislative Days. We talked about city boundaries, legislative priorities, and how we can work together to bring more services to our constituents. I have several bills that I am supporting this session. We’ve prepared some details for you:
Pacific Islander/ Native Hawaiian Student Success Act (HB 3144)
This is our champion bill! This bill would provide resources and targeted interventions to address the academic opportunity gap hurting Pacific Islander and Native Hawaiian students.
School Transportation Options (HB 3014)
I'm working closely with Representative Khanh Pham and Representative Neron on a bill that would allow for reimbursement of school district expenses related to active transportation options in lieu of transporting students by school bus. With passage, this bill could include youth transit passes, payment for crossing guards, and pedestrian or bicycle group leaders.
Early Childhood Community Education Worker (HB 2993)
This bill will create a new statewide certification for Early Childhood Community Education Workers (CEW). These would be professionals who complete the foundational Community Health Worker training and are employed by culturally specific organizations to work with families and children ages prenatal to age six.
Voting in School Board Elections (LC 3809)
We are working on language that would permit individuals who are 16 or 17 years of age and registered to vote to cast a ballot in school district elections. We believe in our democracy and access to voting. We are excited to work with Representative Bowman’s office, our community, and youth whom this bill would have significant impact on.
Improving Early Literacy (LC 2088)
This bill will create a $300 million per biennium Early Literacy Success initiative for children in pre-K through third grade, within the Student Success Act.

Sunday we joined as they debuted their 2023 Legislative Priorities. We were so moved by their documentary, "The Way Back to Normal", which told the story of the Rogue Valley residents and their recovery after the Almeda fire.
We look forward to partnering with Unite in the session to come!
