Missouri Amendment 5 is not a new idea. It is the endpoint of a 12-year legislative strategy.

Since 2014, Missouri lawmakers have passed a series of income tax cuts that steadily reduced state revenue:
- 2014: First round of income tax cuts signed into law
- 2018: Additional rate reductions triggered
- 2022: HB 2400 accelerated cuts further
- 2023: Further reductions enacted

These cuts have collectively reduced annual state revenue by billions of dollars - directly impacting funding for public schools, infrastructure, healthcare, and essential services. Missouri already faces a $2.5 billion budget deficit from a decade of tax cuts. Amendment 5 would compound that instability.

What is Missouri Amendment 5?

It originated as House Joint Resolution 173 in the Missouri General Assembly. On April 21, 2026, lawmakers gave final approval - passing the House 95-59 after passing the Senate 18-11. Governor Kehoe signed the proclamation placing it on the August 4 ballot.

- It would phase out and eliminate the state income tax (~$8.5 billion/year, or 64% of Missouri's general revenue)
- It would allow the legislature to expand sales taxes without a public vote, bypassing the Hancock Amendment for five years
- It would remove constitutional protections voters approved in 2016

Supporters say that voting yes on Amendment 5 would put more money in the pockets of MO citizens. However, opponents say this is not a tax cut. It is a tax shift - moving the burden off higher earners and onto everyday purchases made by most Missourians.

EARLY VOTING BEGINS TODAY across Missouri.

Amendment 5 is on the August 4 primary ballot. It is a proposed constitutional amendment that would phase out Missouri's income tax and authorize expanded sales taxes, directly impacting the funds that support K-12 public schools statewide.

You can vote in person early/absentee now through August 3. No excuse needed.

Hearing happening now:

SB 1022 (Schnelting) which would move school board elections to November but only in five districts in St. Charles County. We opposed this when it was statewide, and we oppose it still because we believe it will only make these elections more partisan. It will also make it more difficult to find folks to run because it expands the length of term to four years. Finally, it extends moving votes on local funding measures to November as well. This violates local. We believe this is a test to move BOE elections statewide.

We oppose this bill.
