There is growing discussion about taking portions of the SAVE Act and attaching them to other legislation Congress must consider when lawmakers return, including budget and other “must-pass” bills.

Moving these provisions piecemeal could limit the opportunity for the public and lawmakers to fully debate, review, and understand significant changes to election and voter registration requirements including their potential fiscal and operational impacts.
