Last cycle, 43 congressional races were decided by five percent of the vote or less.

That’s not a landslide margin. That’s a coin flip, and it means the outcome in dozens of districts came down to a small slice of voters who were persuadable, engaged, and willing to show up.

Independents are disproportionately that slice. Nearly 4 in 10 registered voters now identify as independent, and in close races, they’re often the ones tipping the outcome one way or the other.

But here’s the disconnect: in states like Florida and Pennsylvania, independent voters can’t participate in the primary that determines who’s even on the general election ballot. The primary, the stage where the field gets narrowed down to two names, happens without them.

So the same voters deciding the closest races in November are locked out of the process that decides who they’re choosing between.

If margins this thin are common, then who gets to vote in the primary isn’t a technicality. It’s the ballgame.

The House majority in 2026 could come down to a margin of just 4 seats. 🏛️

With only 18 of 435 districts rated true tossups, the primary and ballot-access rules that decide who reaches the ballot are quietly shaping who controls Congress.

Alaska’s top-four primary. California’s top-two. Petition-based ballot access in states like Illinois and Iowa. Different systems, same effect. They’re opening space for candidates outside the two parties to compete.

In a House this close, a handful of independent-minded members could hold real leverage on everything from the Speaker’s vote to major legislation.

New national polling reveals a shift worth paying attention to: openness to a strong independent candidate is now nearly identical across party lines.

In the latest wave of Independent Center Voice’s national tracking survey, Republican openness jumped 7.6 points — from 62.7% to 70.3% — the largest single move anywhere in the data. That shift closes a gap that, just six weeks earlier, had Republicans trailing Independents and Democrats by 9 to 16 points.

The result: for the first time in this tracking, all three groups are within roughly 6 points of each other —

🔹 Independents: 75.9% 🔹 Democrats: 72.4% 🔹 Republicans: 70.3%

What hasn’t moved yet is action: only 6.3% of respondents currently say they’d choose an independent candidate on their district’s ballot today, even with ~70% overall openness to the idea. Awareness — not appetite — remains the biggest barrier.

This data comes from a survey of 1,000 U.S. adults conducted July 13–14, 2026, with a margin of error of ±3.1 percentage points.
