Missouri LTAP Welcome to Missouri's Local Technical Assistance Program's page!

Missouri Local Training & Resource Center (MLTRC) is located on the Missouri S&T campus in Rolla, Missouri and is home to the MO-LTAP, MO-RTAP, and Community Resilience Workforce Development Program. We provide workforce and professional development training to local governments, municipalities, and organizations across the state. s on funding provided by the Missouri Department of Transportation (MoDOT) and the Federal Highway Administration (FHWA). Missouri LTAP is recognized throughout the state for its training, resources, and programs that it provides to local agencies. These agencies include county road and bridge departments, city public works departments and various other local agencies tasked with constructing and maintaining infrastructure. Rural Transit Assistance Program (RTAP) was initiated in 1986 by the Federal Transit Administration (FTA) to provide resources, training, and technical assistance to rural transit providers. The Missouri RTAP has been at Missouri S&T since April 2012, and helps to promoting safe and effective operations of the rural transit system to effectively utilize public and private resources.‌ We also manage the reimbursement to rural transit providers through the Scholarship Reimbursement Program. Missouri Community Resilience Workforce Development Program is the newest program to join MLTRC and was initiated by a grant through the Ewing Marion Kauffman Foundation out of Kansas City, Missouri. This program is focused on developing training aimed at a variety of demographics to support an inclusive workforce with opportunities for career advancement, which includes pathways to entrepreneurship and business development in underserved communities. The Community Resilience Workforce Development Program will provide a network to local officials, community leaders, investment advocates, businesses, local workforce, and area households.

JOIN US THIS YEAR FOR MINK 2026! September 16-17, 2026.

MINK is an annual meeting that brings together officials from municipalities, counties, state DOTs and FHWA divisions in Missouri, Iowa, Nebraska and Kansas.

The agenda covers timely and practical topics on maintenance, administration, innovative ideas, safety, and funding. It’s a great place to share information, learn together, and talk shop. Attendees from any state are welcome.

Check the back seat! Prevent a hot car tragedy - never leave your child in the car.

In 2025, 31 children died of heatstroke in vehicles. You might think it could never happen to you, but all it takes is one distraction to make you think your child is right behind you. Every time you get out of your car, make sure all passengers are accounted for and the car doors are locked. Temperatures inside a car can become deadly in minutes, especially for small children more susceptible to overheating. Learn more to help prevent hot car deaths.

Law enforcement on lookout during Operation Safe Driver Week.

The Commercial Vehicle Safety Alliance's Operation Safe Driver Week is scheduled for July 12-18 with a focus on improving driver behaviors through education and outreach. Law enforcement will be pulling over drivers engaging in risky behaviors such as speeding, unsafe lane changes, and distracted or impaired driving. Data shows law enforcement interactions have a strong impact on reducing reckless driving behavior. Learn more.
