The lightest natural water on Earth is Antarctic snow. 89 ppm.
Seawater sits at 155.76 ppm deuterium — a figure with a name, VSMOW, Vienna Standard Mean Ocean Water, the reference point isotope labs calibrate against. There's a second standard for the other end of the scale. SLAP: Standard Light Antarctic Precipitation. 89 ppm. About 43% below the ocean.
The mechanism is distillation, and it runs on mass. A water molecule carrying deuterium is heavier than one that isn't. When an air mass rises and cools, the heavy molecules condense and fall out first, and the vapour left behind is a little lighter than it was. Do that once and the change is negligible. Do it across an ocean, up a continent, into the coldest air on the planet, over and over for hundreds of thousands of years, and you get Antarctic snow.
That's the lowest level found anywhere in nature. It's also sitting under a research station at the bottom of the world, in a place with no permanent population, where the only people who ever touch it arrive by government expedition. The lightest natural water on Earth is effectively inaccessible to everyone alive.
Same physics, run deliberately, goes further. Fractional distillation columns separate the heavy molecules from the light ones by the identical mass difference — just controlled, repeated and measured instead of left to the sky. The atmosphere had no reason to keep going. A column does.
