Project Overview
This project will replace aging utility infrastructure before a complete street overlay is constructed in the summer of 2027. Utility work includes replacing:
2,000 feet of 10” sewer pipe
3,000 feet of 8” waterline
3,250 feet of 12” waterline
485 feet of stormwater
Phase 1: Water Main Installation – February to November 2026
Construction crews began work in February 2026, mobilizing to install a new water main along NE 24th St, starting at West Lake Sammamish Parkway NE and progressing west. The new line is being placed on the north side of the roadway, and this phase is expected to continue through November 2026.
Phase 2: Sewer Line Installation – September to November 2027
In September 2027, the contractor will begin installing a new sewer line, starting near the 17700 block of NE 24th St and moving west toward 172nd Ave NE. Sewer installation is scheduled to run through November 2027. Throughout the project limits, the contractor will also replace stormwater pipes that cross beneath the roadway.
As each water, sewer, or storm line is installed, the trench will be temporarily restored with a smooth asphalt patch to keep the roadway open to traffic. This utility work will require traffic control along NE 24th St and at all intersections between West Lake Sammamish Parkway NE and 172nd Ave NE. Sidewalk curb ramps will also be replaced at many intersection corners throughout the corridor.
Traffic control will generally maintain two-way travel using lane shifts or single-lane alternating traffic with flaggers as needed.
Phase 3: Final Paving – Summer 2027
After all underground utility work is completed, the contractor will return in late spring 2027 to place the final pavement overlay on NE 24th St from West Lake Sammamish Parkway NE to 172nd Ave NE. If the schedule holds, the project will reach substantial completion in June 2027.
