Berks Early Care and Education Council

Berks Early Care and Education Council BECEC is a group of people who meet regularly to improve Early Intervention Services in Berks County. Parents are especially welcome at all meetings!

The Berks Early Care and Education Council (BECEC) is a community based organization made up of parents, local agencies, businesses, and individuals interested in the field of early intervention (birth - 5 years). This council is an advisory group mandated by federal and state law to provide assistance in planning and implementing early intervention systems at the local level. Early Intervention is the practice of identifying and addressing delays, disabilities and special needs of young children and their families. the Pennsylvania Early Intervention Services System Act -212 provides for services to eligible infants, toddlers and preschoolers from birth to school age. The philosophy and intent of this law is that all services are family centered; services are for the benefit of the family and consider the unique strengths of the child with special needs in the context of his/her family. Parents, Teachers, Therapists, Doctors, Nurses, Business People, Community Agencies, Headstart, Preschool, Day Care, Department of Health, Department of Welfare, School personnel, and any one interested in Early Intervention Services can take part in the group.

Pennsylvania State Interagency Coordinating Council (SICC) invites families of children currently receiving Early Intervention (EI) services and parent co-chairs of the Local Interagency Coordinating Councils (LICC) to join the SICC Family Meet and Greet on Thursday, October 8th , 11:30am -12:30pm. This event takes place through Zoom. Please note the meet and greet is designed exclusively for families of children currently receiving EI services and parent co-chairs of LICCs.

The SICC Meet and Greet is an opportunity to connect with other EI families, learn more about the purpose of the State Interagency Coordinating Council and how families can be involved. See attached flyer for registration details. After registration, the Zoom details will be sent a few days prior to the meet and greet to the email chosen to register with.

The SICC meeting will follow at 12:30 pm, and participation is highly welcomed and encouraged but not required.

Parent to Parent of Pennsylvania is offering a Fall 2026 Virtual Parent Café Series for Pennsylvania parents and caregivers whose families are involved with Early Intervention or Home Visiting programs.

Parent Cafés are guided virtual conversations where parents can connect with one another, share experiences, and offer support in a welcoming space. The cafés give families an opportunity to build connections, reflect together, and learn ways to help keep their families strong.

Fall Parent Café Dates:
September 30, 2026 | Noon–2:00 PM
October 21, 2026 | Noon–2:00 PM
November 11, 2026 | Noon–2:00 PM

All cafés will be held virtually on Zoom, and registered participants will receive the Zoom link after registration. Seats are limited, so families are encouraged to register soon.

The registration survey includes an opportunity to request ADA accommodations. Childcare reimbursement is available for children through age 17 when childcare is needed for a parent or caregiver to participate in the café.

Please join us for our upcoming Annual Fall Retreat on September 24, 2026 from 9 to 2 at the BCIU Main Office located at 1111 Commons Blvd Reading, PA 19605. Starting at 9:00 we will be joined by our featured speaker Christian Bellisimo as we dive into the topic of using play to support social-emotional learning. Following lunch which will be provided we will spend the remaining time planning for the coming year.

Join SAM Early Intervention staff along with several other community organizations for an upcoming resource fair on Friday, June 19th from 12-4.

AAA and the Highway Safety Patrol will be on-site conducting car seat safety checks. Checks will be provided on a first-come, first-served basis. Upon check-in, families will receive a designated time slot to bring their vehicle around for inspection. There will be 4–8 certified technicians available to help move families through the process efficiently.

While families wait for their scheduled inspection time, they will have the opportunity to visit and engage with participating community organizations inside the event.
