Start with this:
“Some adults have broken serious rules that are meant to protect kids. Because of that, the law requires their photo to be public so families can stay aware.”
Show photos calmly — no drama
Children take emotional cues from adults.
If you act afraid or angry, they will panic or shut down.
Emphasize behavior, not appearance
Say:
“We don’t judge people by how they look.”
“But we do pay attention to actions and boundaries.”
Teach these rules clearly:
No secrets with adults
No private places with adults
No gifts or favors without asking a parent
If something feels wrong, leave and tell immediately
You will never be in trouble for telling the truth
Repeat them. Often.
What to say about the photos specifically
“This is what it looks like when the law says someone has lost trust. We don’t approach them. We don’t talk to them. We don’t go anywhere with someone we don’t know — even if they seem nice.”
Kids need clarity, not lectures.
What NOT to say to kids
Do NOT say:
“These people are monsters”
“They’ll hurt you”
“Everyone is dangerous”
That creates fear, not safety.
