An ohmmeter can be used to measure the resistance of the primary and secondary coils in a transformer when it is de-energized and disconnected from any electrical circuits. The resistance of the primary coil will typically be higher than the resistance of the secondary coil in a step-down transformer, due to the greater number of turns in the primary coil.
