Panther Dual Power Strategy: The Roadmap to Intercommunal Liberation
What is the Panther Dual Power Strategy?
It is a revolutionary blueprint for building people’s power and dismantling capitalist-imperialist control over our lives and communities. It fuses community empowerment with radical self-determination. We organize from the block level outward, transforming oppressed zones into liberated territories.
We are not begging for inclusion in a system that was built to exploit, cage, and kill us. The system will not reform itself. It will not save us. We must save ourselves.
Build Institutions of The People, For The People
Dual power means building the infrastructure of liberation now: clinics, community farms, free stores, schools of liberation, media outlets, legal defense networks, mutual aid, and self-defense. These are not charity. These are counter-institutions—grassroots power bases that expose the illegitimacy of the state and serve as organs of self-governance.
We do not create these alone. We do it through Intercommunalism, linking our liberated zones in solidarity with all oppressed peoples fighting the same global beast of capitalist-imperialism.
Serve the People. Raise Consciousness. Organize for Power.
The original Black Panther Party pioneered this approach with Survival Programs. They fed the people, educated the people, and defended the people while raising revolutionary consciousness.
Today, Anarcho-Panthers continue this work. They organize in oppressed communities, forge alliances with the lumpen and working class, and confront the white supremacist, settler-colonial state directly. Unlike white anarchists and dogmatic Leninists, we recognize the dialectical need to both build power and prepare for its seizure.
Dual Power is Not Reformism. It’s Insurrection in Development.
This is not nonprofit social work or protest politics. Dual power is class war. The state controls our communities through police occupation, surveillance, welfare bureaucracies, and economic disinvestment. Yet even under this repression, there is space to organize, resist, and build. We must occupy that space fully and unapologetically.
We are not legalists, but we are strategic. Every attempt by the state to crush us must be met with legal, political, and popular resistance. We use the courts as tools, not as hope. The courtroom is just one battlefield.
From Defensive Struggle to Revolutionary Insurrection
Our struggle moves through three phases:
1. Defensive Phase – Organize and protect our forces; build dual power networks.
2. Strategic Equilibrium – Counterbalance state power with people’s power and delegitimize the system.
3. Strategic Offensive – Launch coordinated insurrection to seize power and dismantle the bourgeois state.
This is not a rural guerrilla strategy. Ours is urban-based class war. The goal is to transform the ghettos, barrios, reservations, and slums—the modern-day slave pens—into Schools of Liberation and Base Areas of Revolutionary Struggle.
The Urban Poor are the Spark
We don’t have illusions. On our own, we cannot overthrow global capitalism. But the organized urban poor, the lumpen, the working class, and the oppressed peoples are the spark that lights the fire. Our resistance can ignite the global class war and force splits in the imperialist military. Many of their rank-and-file come from our communities. We must politicize and win them over.
Red Fist Alliance & Lumpen Unity
The “souljas” of the street tribes are not enemies of the people. They are part of our class. The state targets them for destruction through the War on the Poor. We aim to unite the lumpen under revolutionary discipline and political education. This is the Red Fist Alliance: an intercommunal alliance of the street and the cellblock, the hood and the barrio, the tribe and the nation.
Inside prisons, the RFA can defuse racial conflict and unite factions to turn cages into centers of revolutionary education. Outside, they become the shock troops of community defense and liberation.
Squatters' Movement & Community Control
The housing crisis is a direct result of capitalist decay. We will not wait for housing policy. We will reclaim the abandoned homes and transform them into centers of life: free childcare, radical libraries, clinics, community kitchens, and cultural hubs. This is not trespassing. This is liberation of the commons.
Economic Struggle, Not Class Collaboration
We reject liberal pacification and nonprofit co-optation. But we recognize that small shopkeepers, workers, and co-ops in our communities can be won to the people’s side. We organize workplace resistance, community labor councils, and collective bargaining for better wages and conditions while pushing workers toward class consciousness and revolutionary participation.
From Neighborhoods to Intercommunal Power
Panther strategy does not seek isolated improvements. We organize to create interconnected liberated zones—intercommunal autonomy that lays the foundation for a new society.
This movement will not grow in a straight line. It will advance unevenly: block by block, city to city. That’s the nature of revolution. But it must always stay rooted in oppressed communities and grow organically with the people.
The Role of the Party in the Military Phase
When insurrection comes, the Party must guide the armed forces of The People, not as a rigid command but as disciplined leadership accountable to the masses. The Party must be decentralized, constantly revolutionized from below, and open to ideological struggle. A decentralized vanguardism is not elitism. It is service, accountability, and political clarity.
We do not divorce ourselves from the people. We fight with them, not for them.
Dare to Struggle. Dare to Win.
Revolution is not a moment. It is a process. We create and recreate power every day through participation, struggle, and transformation.
All Power to the People!
Power to the people to govern themselves, feed themselves, and defend themselves.
Power to the rank and file to challenge hierarchy and develop democratic discipline.
Power to the intercommunal united front to dismantle empire and build a new world.
