California’s Standardized Testing and Reporting (STAR) test scores have gone up every year for the last nine years, at a time when objective and secure national measurements such as the National Assessment of Educational Progress and the SAT have remained flat.

The Standardized Testing and Reporting (STAR) program is an important state assessment that is administered to students in all California public schools. In elementary school, these tests focus primarily on Mathematics and English-Language Arts, while higher grades cover additional subjects.
Standardized testing is a way to see how students are doing. The results of those tests can increase the funding the school receives from the state. Thomas Jefferson Middle School broke the rules in two classrooms during Star tests.

Palo Alto Online : Parents ask board to fix 'bifurcated' schools In sometimes tense exchanges, parents Tuesday demanded a greater sense of urgency from the Palo Alto Board of Education on fixing what they called a 'bifurcated school system -- one for the wealthy and one for the economically disadvantaged.'
The base Academic Performance Index ranking is calculated using the test results of the previous year from the STAR test, or using the California High School Exit Exam for older students. The API is tracked on a scale of 200 to 1,000 that indicates how well students in a school or district performed on the previous spring's tests, according to the CDE.

At the California Aerospace Academy last year, fewer than 10 of the 137 students scored proficient or better on any STAR math test last year – from basic seventh-grade general math to 11th-grade geometry. None of the 62 eighth- and ninth-graders who took algebra I at West Sacramento Early College Prep Charter scored at the proficient or advanced levels. Only two of 31 10th-graders who took the STAR world history exam at Antelope View Charter scored at the proficient level. And no seventh-graders at Yuba County Career Prep passed any STAR test – English or math.
