NYC just lowered the number on lead dust. Again.

The NYCDOH adopted the Article 173 amendment and it becomes effective on November 5, 2026. Lead-contaminated dust is now defined as:

➡️ Floors: 4 µg/ft²
➡️ Window sills: 32 µg/ft²
➡️ Window wells/troughs: 80 µg/ft² (clearance testing)

That is 20% below the old NYC clearance levels. A floor wipe that came back at 4.5 and cleared under the old limit now meets the definition of lead-contaminated dust.

And don't forget to check your lab, too. Dust testing now requires both ELAP and NLLAP accreditation.

Last month, some of our students had no clue how to wear PPE or a respirator properly.
This month, they're walking onto jobsites with the training and confidence to do it right.

This month at CNS, renovation contractors completed EPA Lead training, and building maintenance staff finished Asbestos courses — both credentials that open the door to more jobs, not just cover the ones they already have.

Regulations don't wait for anyone's training calendar, and neither does enforcement.

When NYC tightened asbestos penalties in August 2025 to back up its February rule changes, the certified pool didn't grow overnight. It grew for the people already scheduled to stay compliant. EPA's new lead dust standard followed the same curve, with full compliance becoming mandatory on January 12, 2026.
