WHAT RESIDENTS SHOULD KNOW ABOUT NEW CHANGES TO SNAP BENEFITS

WHAT HAS CHANGED?
As of September 1, 2025, SNAP recipients between the ages of 18 and 54 (without dependent children) must work, volunteer, or participate in education or training for at least 20 hours per week. If they fail to meet this requirement, they can only receive SNAP benefits for a maximum of three months over a three-year period.

WHAT IS CHANGING?
Beginning November 1, 2025, the work requirements will extend to recipients aged 18-64 without dependent children under 14. This means more recipients will need to engage in work-related activities to remain eligible.
Certain individuals may be exempt from the new rules if they have a health condition that limits their work capacity, are providing care for a disabled family member, or are enrolled in school or training at least part-time.

WHAT SHOULD I DO IF I THINK I MIGHT BE AFFECTED?
- Review the new rules to determine if they apply to you.
- Check your mail frequently for important updates and changes.
If you are exempt due to a health issue, ensure that your healthcare provider has completed the medical exemption form.
- If you are already receiving SNAP, contact the County Assistance Office to verify that your information is current.

WHO IS NOT AFFECTED BY THE NEW WORK REQUIREMENTS?
The new rules do not apply to you as long as the County Assistance Office (CAO) knows that you are:
- Working and making at least $217.50 per week
- Under 18 or over 55 (this will change to 65 on November 1st, 2025)
- A parent or guardian to kids under 18 (this will change to kids under 14 on November 1st, 2025)
- Getting disability benefits like SSI or SSD
- Pregnant
- In school or a training program at least part-time.
- Getting unemployment benefits or returning to work within 60 days
- Taking care of a sick or disabled family member
- Unable to work because of domestic violence
- In drug or mental health treatment

WHAT RESOURCES ARE AVAILABLE IN PHILADELPHIA?
The City of Philadelphia has established a Food and Meal Finder. This tool helps residents locate where to:
- Pick up supplemental food and groceries
- Get ready-to-eat meals
- Access social services

- Speak with your caseworker at your local DHS County Assistance Office (CAO)
- Call the CAO Customer Service Center:

The Samuel Staten Sr. Pre-Apprenticeship Program (SSSPAP) was founded to increase the number of people of color and women in the Philadelphia Building Trade Unions, by preparing these underrepresented groups to enter and succeed in the Trade Unions’ apprenticeship programs.

SSSPAP is modeled after the remarkably successful Diversity Apprenticeship Program (DAP), a pre-apprenticeship training program designed in 2000 by then Laborers Business Manager Samuel Staten Sr. and supported by nearly all the Building and Construction Trade Unions in the city. DAP added over 400 people of color and women to the Philadelphia Trades’ membership. Participants in the program will learn from members of the various trade unions to clearly understand the requirements of apprentices. Soft skills will be integrated into vocational, reading, and mathematics training through instruction and multimedia lessons to ensure candidates meet trade union expectations.

SSSPAP will provide academic enrichment and enhancement courses, life-skills training, financial literacy training, case management, and supportive services that will help prepare pre-apprentices to pass the Trades’ examination and enter apprenticeships or other employment. Participants will learn the importance of unions in the growth of America and the protections and benefits they have gained for all working people.

An SSSPAP applicant to the Trades will be a better qualified candidate:
• OSHA 30 trained
• Familiar with work sites of the trades
• Confident
• Work-ready
• Committed to production and success on the job
