You may have noticed road cuts in several areas throughout Payson City. These are part of an important Payson Water Department project called Insert-A-Valve, which adds new valves to older parts of the City’s water system or areas where valves are currently missing. These new valves help crews better control water service when repairs or maintenance are needed, reducing service disruptions, lowering contamination risk, and saving time and maintenance costs for the City and residents.

Crews are currently installing about six new valves per week. Payson Water crews typically expose the water main on Monday and Tuesday, and Tap Master, the contractor hired to install the Insert-A-Valve system, completes the valve installation on Tuesday and Wednesday. Crews then backfill the excavations, install valve box risers, and replace the asphalt as soon as conditions allow. The full process usually takes about one week from the initial road cut to asphalt repair.

PRESS RELEASE PAYSON CITY APPOINTS JOSHUA REIDHEAD AS NEW CITY ENGINEER

Payson City is pleased to announce the appointment of Joshua Reidhead as the new City Engineer effective September 8, 2026.

Prior to joining Payson City, Reidhead worked for Water Works Engineers as a Project Engineer.

Reidhead attended Brigham Young University to obtain his bachelor's and master’s degrees in civil engineering. He is a native of Springville, Utah.

The City Engineer is responsible for private development administration, planning, preliminary design, detailed design, scheduling, construction and maintenance of municipal development projects, and creation of maintenance and design standards for development. This position plays a key role in land development regulatory compliance and plan review.

“We are excited to have Joshua coming onboard to help the City with private development adminstration and overseeing the construction and maintenance of municipal dedvelopment projects to ensure they meet all the regulatory requirements,” said Travis Jockumsen, Public Works Director. His experience in project management and working with contractors will be invaluable to the City.”

I'll be working for a safer and an even more connected community, even as we navigate the coming growing pains together! Reidhead’s engineering experience and ability to work alongside municipal leaders, engineers, developers and residents postions him to support Payson’s continued growth while maintaining the high level of sevice the commujnity expects. He is a unifier.

Reidhead will officially begin serving as Payson’s City Engineer on September 8, 2026.
