On January 31, 2003, an inaugural meeting was held combining the California Asian Pacific Islander Public Administrators’ Network and the California Asian Pacific Islander Local Government Caucus. This new umbrella organization, called the Public Administrators’ Network and Caucus of Elected Asians (PANACEA) was formed to provide a stronger voice in advancing Asian Pacific Islander issues needing

legislative support and actions affecting our constituents. Initial activities and meetings were coordinated by founding members Eugene Leong, former Executive Director of the Association of Bay Area Governments (ABAG), Bill Lee, former City Administrator of San Francisco, and Susan Muranishi, County Administrator of Alameda County. The organization has had the support of the California State Association of Counties, the League of California Cities, and the International City/County Management Association. In January 2011, the group brainstormed on a new name and came up with the California Network of Asian Public Administrators (Cal-NAPA). Membership will be open to students and professionals who aspire to be managers and executives in public administration
