School Start Update
At our evening Dorchester County Emergency Operations meeting we were briefed on the areas most impacted by the flooding. This flooding will continue to cause travel issues for our employees, families, and student drivers. The primary concern is the volume of traffic that school creates. Because of these concerns we are going to delay the start of school to Wednesday, August 14th.

Please keep the families that are being impacted by the flooding in your prayers. We will do our best to provide you with at least 24 hours' notice on calendar changes.

Respectfully,

Dr. Shane Robbins, ATC

Dorchester School District Two

What happens if the DDTwo bond referendum does not pass?
With our district continuing to grow at its current rate, the only alternative way for Dorchester School District Two to deal with the increased enrollment would be to address the growth in phases. Due to the state regulation on the district's debt limit, the district would not have access to enough money to address all the needs at once. Each project would have to be completed in phases, which would likely increase taxes. Due to the escalation in costs, this would prove considerably more expensive. In addition, many students would be taught in portables until permanent structures are built and/or rezoning would need to occur to occupy every single available classroom. https://www.ddtwo.org/referendum

Are there any DDTwo schools currently over enrollment capacity?
Yes, the following schools are currently over enrollment capacity:
- Sand Hill Elementary School Sandpipers (110%)
- Ashley Ridge High School (115%)
- Beech Hill Elementary (118%)

In addition, forecasts indicate an increase of 700-1,000 students in the district each year for the next 10 years, which would increase already-existing capacity issues at the following schools:
- DuBose Middle School
- Flowertown Elementary School
- Summerville High School
- William M. Reeves Jr. Elementary School

How did DD2 decide on the projects in this referendum?

- In the fall of 2021, the Board of Trustees commissioned a study to assess the facilities in the school district.

- In the fall of 2023, the Board of Trustees commissioned another study to assess the enrollment growth the district was experiencing.

- Both studies, along with district recommendations, were presented to the Board of Trustees in November of 2023. The Board of Trustees then decided to proceed with a plan that addressed the increasing enrollment and aging facilities.

How will the DDTwo bond referendum affect my taxes? The bond referendum, if approved, will not require a tax increase. This means Dorchester School District Two is able to complete these projects with no impact on your taxes.

Dorchester School District 2 has not incurred new debt, in the form of a referendum for 12 years. During that time, debt has been retired and bonds have been refinanced at lower interest rates. This will free up existing funds (revenue) to pay principal and interest on the new debt. The principal payments will be spread over a 25-year period. Also, the growth of our taxable property values will help pay for future principal and interest payments.

03/19/2024

The DDTwo Board of Trustees unanimously approved a resolution to hold a special election (bond referendum) on May 14th to address growth. The goal of the bond referendum is to implement a sustainable, long-term facilities plan to eliminate overcrowding, lower teacher-to-student ratios, and improve aging schools.
