🏛️ Federal Funding Update: Government Shutdown Avoided — For Now

Congress has passed a Continuing Resolution (CR) that will keep the federal government funded through Dec. 11, avoiding a government shutdown when the fiscal year ends Oct. 1.

The extension gives Congress additional time to negotiate and finalize the 12 appropriations bills that make up the federal budget. The House Appropriations Committee advanced all 12 bills in June, while the Senate has yet to move its appropriations measures.

📣 Also important for public schools: The CR includes a moratorium on implementation of the new Office of Management and Budget grant guidance that COSSBA advocated against. This means those proposed changes will not take effect while the moratorium is in place.

📚 What does the CR mean for education funding?

Most federal education funding is forward-funded, meaning funding for the current academic year was included in last year's funding legislation. Programs that rely on current-year funding will continue operating under the CR through Dec. 11.

The bottom line: Schools and districts should see little to no disruption in federal education funding over the next three months, and the OMB grant guidance COSSBA raised concerns about is on hold.

COSSBA will continue to follow the federal appropriations process and advocate for policies that support public schools and districts.
