Meet the people behind public service at ODU: Dr. Wie Yusuf

What does it take to build stronger, more resilient communities? For Professor Wie Yusuf, it starts by connecting people, policy, and place.

At Old Dominion University’s School of Public Service, Dr. Yusuf’s teaching and research bring public policy out of the classroom and into the real-world challenges facing Hampton Roads and communities beyond. Her work explores issues including coastal resilience, climate adaptation, flooding and sea-level rise, transportation and public finance, emergency and disaster management, and community-based approaches to resilience.

A central theme of her work is collaboration. Dr. Yusuf brings together students, researchers, government agencies, nonprofits, businesses, and community partners to ask an important question: How can public policy help communities prepare, adapt, and thrive?

That same approach shapes her teaching. Students learn to examine complex public problems from multiple perspectives, work across sectors, and translate research and evidence into practical policy solutions.

We’re kicking off a new series introducing the faculty of Old Dominion University’s School of Public Service—the scholars, teachers, mentors, and public servants who make our community what it is.

First up: Dr. Bruce D. McDonald III, Professor of Public Budgeting and Finance and Director of the School of Public Service.

Bruce’s work starts with a simple idea: public budgets are about people, not just numbers. His research examines public budgeting and finance, municipal fiscal health, social equity budgeting, and how governments can use evidence and resources to build stronger communities.

In the classroom, Bruce teaches students to look beyond the spreadsheet. Budgets reflect choices, priorities, and values. His students learn to ask not only whether government programs are financially sustainable, but also whom they serve, how decisions are made, and what those decisions mean for communities.

Bruce also helps shape conversations across the field of public administration. He serves as Editor-in-Chief of Public Administration and Co-Editor-in-Chief of Public Finance Journal, connecting scholarship from around the world with the challenges facing today’s public and nonprofit organizations.

Whether he’s teaching, researching, editing, mentoring students, or leading the School of Public Service, the goal is much the same: connecting good research and good people with better public service.

And yes, there’s usually coffee involved.

Over the coming weeks, we’ll introduce more of the faculty who teach and mentor ODU’s next generation of public service leaders—and share a little about the people behind the scholarship.

Twenty-five years later, the lessons of September 11 continue to shape how public servants prepare, lead and serve their communities.

Ron Carlee, Clinical Assistant Professor in the ODU School of Public Service and former Arlington County Manager, joined the International City/County Management Association (ICMA) for a special podcast reflecting on the 25th anniversary of 9/11.

Drawing on his firsthand experience in Arlington’s response to the attack on the Pentagon, Carlee reflects on crisis leadership, public service and the lessons that remain relevant for today’s and tomorrow’s public service leaders.

As we remember those who lost their lives and honor those who responded, we also recognize the enduring responsibility of public servants to lead with courage, preparation and compassion.
