Ideas for the mayor…

In the 1990s, Bogotá was chaotic. Drivers ignored red lights, pedestrians ran across highways, and traffic fatalities were at an all-time high because nobody respected the corrupt police. We're talking around 1,500 annually!

Enter Mayor Antanas Mockus. He was a philosopher, a mathematician, and quite unconventional. He campaigned in a spandex suite. But he believed that humans fear ridicule more than fines.

So he fired the cities 3,200 traffic police officers and replaced them with 420 mimes. Their job wasn't to write tickets, but to publicly shame those breaking the rules.

If a pedestrian jaywalked, a mime would follow them, mocking their walk. If a car blocked an intersection, four mimes would surround the vehicle and pretend to push it backward.

People were so embarrassed by the public mockery that they actually started following the rules. And it actually worked. Under his "Mime Policy" traffic fatalities dropped by over 50%.
