The proposed changes to the Head Start Program Performance Standards could have important implications for how programs support children with disabilities and developmental delays.

Head Start’s current standards help ensure children receive timely developmental screenings, referrals, and early intervention, while giving programs clear requirements for individualized services and inclusive learning environments.

NHSA’s latest Notice of Proposed Rulemaking (NPRM) issue brief breaks down what’s at stake for children with disabilities, what the research tells us about early intervention, and why these standards matter for children and families.

Head Start is about more than early learning. For generations, its comprehensive approach has helped connect children and families with health, dental, vision, nutrition, and mental health services that can help children arrive in the classroom ready to learn.

The Head Start Program Performance Standards provide specific requirements for this work, from developmental, behavioral, vision, and hearing screenings to helping families access healthcare and insurance.

As the federal government considers proposed changes to these standards, one of NHSA’s latest Notice of Proposed Rulemaking (NPRM) issue briefs takes a closer look at Head Start’s comprehensive health services, what the research tells us, and what could be at stake for children and families.

🚨 EACHS HEAD START FAMILIES — THIS IS YOUR TIME TO BE HEARD!

Whether you are a past, present, or future EACHS Head Start parent, the proposed changes to Head Start could have an impact on the program, our families, our children, and our communities. Your voice matters.❤️💙

📣 We strongly encourage our EACHS families to join the upcoming National Head Start Association (NHSA) webinar on the proposed NPRM (Notice of Proposed Rulemaking).

This is more than just another webinar. It is an opportunity to learn what is being proposed, understand what it could mean for Head Start, and learn how YOU can make your voice heard.

🗣️ BE VOCAL.
Ask questions. Share your experiences. Tell decision-makers what Head Start means to your family.

👀 BE VIGILANT.
Stay informed. Follow reliable updates. Read the proposed changes and understand what is at stake.

✊ BE ACTIVE.
Don't assume someone else will speak up. Participate. Advocate. Contact your elected officials. Share your Head Start story.

📅 Join the NHSA webinar. Get informed. Get involved. GET LOUD.

Don't wait until changes are finalized to start paying attention. The time to be vocal, vigilant, and active is NOW.

Our children deserve strong voices advocating for them. Our families deserve a seat at the table. And Head Start deserves your attention.

Head Start parents, your perspective is important.

Next week, NHSA is hosting a special webinar just for parents to talk about the Notice of Proposed Rulemaking (NPRM) and what the proposed changes could mean for Head Start.

Join us on August 18, 2026, at 7:00 p.m. ET.
