Anthropic released a report detailing misuse of its Claude AI. In GTG-14020, it details how China has been using Claude to help persecute Falun Gong overseas: https://www.anthropic.com/threat-intelligence-report-september-2026

Besides asking for birth dates, birthplaces, immigration dates, and social media handles of practitioners, they also asked Claude to adopt China's standpoint and state-designations for minority groups, including Falun Gong, Tibetan buddhists, and Christians.

Case studies from threat actors disrupted between December 2025 and August 2026 across seven areas of harm, from cyber operations to biological misuse.

I urge Senators Amy Klobuchar and Tina Smith to co-sponsor Senate Bill 817. Passage of this bill would make clear that the U.S. is willing to recognize and stand up to this crime against humanity.
