WASHINGTON, D.C. — June 12, 2026 — Dr. Charles Asher Small, Executive Director of the Institute for the Study of Global Antisemitism and Policy (ISGAP), delivered a keynote address at a symposium hosted on June 11, 2026, by the U.S. Department of State’s Office of the Special Envoy to Monitor and Combat Antisemitism, warning that foreign influence networks are playing an increasingly significant role in fueling the rise of antisemitism across the United States.
Drawing on ISGAP’s research into foreign influence, Qatar-linked educational initiatives, and extremist ideological networks, Dr. Small examined how external actors can shape educational institutions, public discourse, and attitudes toward Jews and Israel. In his remarks, he argued that:
“Antisemitism is not a simple or parochial issue of hatred against a small community. It is a core element of the ideology of extremists that is intent on destroying democratic countries including the United States. Antisemitism must be understood as a significant security threat to the stability, cohesion, and very fabric of our great democratic nation and its core institutions. This is especially true in higher education where young people learn to be citizens. This ideology, which aims to destroy the very notion of a liberal education, also believes in the subjugation of women and the murder of gay people and Jews.”

According to multiple reports, young people—some as young as 11—have been approached through Telegram, TikTok, Discord, gaming platforms, and other social media channels, often lured by cryptocurrency payments and promises of quick money rather than ideology. European security services describe the tactic as a new form of “hybrid warfare,” exploiting vulnerable youth as disposable proxies.
Investigators have linked a series of attacks on Jewish schools, synagogues, charities, and community organisations across Europe to Iranian-backed networks and the militant group Harakat Ashab al-Yamin al-Islamia (HAYI), which is alleged to operate as a front for Iran’s Islamic Revolutionary Guard Corps (IRGC). Authorities believe many of the perpetrators were local teenagers or young criminals recruited online with little understanding of the wider geopolitical operation they were serving. Recent investigations have connected these networks to attacks in the UK, the Netherlands, Belgium, France, and elsewhere, while intelligence agencies warn that similar recruitment methods are also being used by Russian operatives.

A policy paper linked to a British Muslim policing organisation has sparked controversy in the UK after it reportedly described the Israel Defense Forces (IDF) as a “terrorist organisation” and questioned the widely reported accounts of Hamas atrocities during the October 7 attacks in Israel.
The document referred to parts of these reports as “unverified,” prompting immediate backlash and calls for scrutiny over its framing of the conflict and the language used to describe both Hamas and the IDF.
The “unverified claims” referenced in the paper relate to early reporting on the October 7 attacks, including accounts of mass civilian killings, sexual violence allegations, and other atrocity details that were initially circulated by Israeli authorities, eyewitnesses, and first responders. The paper suggested that some of these claims had not been independently confirmed at the time, and argued for greater evidentiary caution in how such reports are presented during an active conflict.
Critics have condemned the framing, arguing that many of the core accounts have since been supported by multiple investigations, survivor testimony, and ongoing forensic review, while supporters of the paper say it highlights the importance of verifying claims in wartime reporting. USAID has referred 101 current or former UNRWA staff members to the US State Department for suspension or disbarment over their role in the October 7 massacre and/or affiliation with Hamas, USAID’s Office of Inspector-General reported last week.

School principals, teachers, security personnel, attendants, psychosocial counselors, and medical professionals employed by UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East) were among those referred.
Some of them had already been referred by USAID (US Agency for International Development), but additional information was uncovered since the initial application.
Two deputy school principals at an UNRWA institution had served in senior positions in Izzadin al-Qassam Brigades, Hamas’s military wing, USAID said.
An UNRWA employee served as a deputy company commander in the Ain Jalut 5th Infantry Battalion, it said. Another was a squad leader for the Khan Yunus Brigade’s 2nd Infantry Battalion, it added.

👏🏼A MOVE IN THE RIGHT DIRECTION: For years, we at ISGAP investigated Qatar Foundation International (QFI), a U.S.-based arm of Qatar’s ruling family’s education network, and uncovered what we believe was a far-reaching influence campaign operating under the banner of Arabic language and cultural education. Our research found that QFI directed more than $65 million into over 220 American educational programs, reaching schools, universities, and teacher-training initiatives across the country. Now, QFI has informed its partners that it is winding down its U.S. operations — and it happened just 1 week after our latest report exposing them.
Charles Small, our executive director of ISGAP, said the reported closure would not eliminate concerns about Qatari influence in U.S. education.
“While we welcome QFI’s…closure, the broader network of influence remains intact,” Small told JNS.
“The lesson here is simple: protecting American education cannot depend on the voluntary withdrawal of foreign-funded organizations,” he said.
Dr. Charles also added that Congress should ensure that “foreign funding and influence in American educational institutions, and throughout our nation, are subject to the transparency and accountability the public deserves.”

Analysis of survey data shows that attitudes among younger Americans (particularly Gen Z) are showing a notable shift when it comes to perceptions of Jews, Israel, and related historical knowledge.
According to data from Yale Youth Polling, only about 24% of 18-22 year olds believe Israel should exist as a Jewish state, compared with much higher support among older generations.
Perhaps most concerning are findings that 63% of Millennials and Gen Z did not know six million Jews were murdered in the Holocaust. Only 44% were familiar with camps such as Auschwitz concentration camp and Dachau concentration camp. 10% either denied the Holocaust happened or were unsure, and 23% believed the number of Jewish victims had been exaggerated.
