(3) “Exceptional children” means both children with disabilities and gifted/talented with regard to funding school districts.
(4) “Gifted and talented children” means those students who are identified as possessing demonstrated or potential abilities that give evidence of high-performing capabilities in intellectual, creative, specific academic, or leadership areas, or ability in the performing or visual arts and who require services or activities not ordinarily provided by the school in order to fully develop such capabilities.
(5) “Special Education “ or “special instructional service “ means specially designed instruction or a related service, at no cost to the parents, to meet the unique needs of an exceptional child.

The fifth definition for GT is from 1991 from a group of highly educated women (some of them mothers of GT kiddos and also gifted themselves) calling themselves the Columbus Group:
Giftedness is asynchronous development in which advanced cognitive abilities and heightened intensity combine to create inner experiences and awareness that are qualitatively different from the norm. This asynchrony increases with higher intellectual capacity. The uniqueness of the gifted renders them particularly vulnerable and requires modifications in parenting, teaching, and counseling in order for them to develop optimally.
I would also add coaching for both parents and children.

The fourth definition for gifted courtesy of Javits Gifted and Talented Students Education Program:
Gifted and Talented students are defined as children and youth who give evidence of high performance capability in areas such as intellectual, creative, artistic, or leadership capacity, or in specific academic fields, and who require services or activities not ordinarily provided by the school in order to develop such capabilities.
Gifted definition number three is taken from National Association for Gifted Children (NAGC):
Gifted individuals are those who demonstrate outstanding levels of aptitude (defined as exceptional ability to reason and learn) or competence (documented performance or achievement in top 10% or rarer) in one or more domains.
🤔 I wonder if that includes the talents…

“Giftedness is a greater awareness, a greater sensitivity, and a greater ability to understand and to transform perceptions into intellectual and emotional experiences.”

Gifted, well, it’s been defined, but not everyone can agree on a single definition. Today, we will begin with the official Ferderal definition born from the 1972 Maryland Report:
Gifted and talented children are those identified by professionally qualified persons who by virtue of outstanding abilities are capable of high performance. (Please note that abilities and achievement are very different.) These are children who require differentiated educational programs and services beyond those normally provided by the regular school program in order to realize their contribution to self and society. Children capable of high performance include those with demonstrated achievement and/or potential ability in any of the following areas: general intellectual ability, specific academic aptitude, creative or productive thinking, leadership ability, and visual, performing arts, and psychomotor ability.
The sentence in parenthesis is my own thought. And yes, there is a misplaced modifier 🙄 in the definition.
