When your students win an argument against the State of California in DC! Amazing! California Department of Education was putting forth its case that California was the correct forum. The VR School student government argued “res ipsa loquitur…CDE has provided a forum at the California Office of Administrative Hearings…that is the correct forum and the Secretary of Education must issue an order to the effect and California must follow the Congressional mandate.”
