Memphis’ New Approach to Fight Blight and Litter

Mr. Torian Harris - Housed within the Public Works Division’s Neighborhood Improvement section is a new department, Environmental Enforcement. As of 01/07/2019, Torian Harris, a former State of Tennessee Dept of Environment and Conservation (TDEC) Investigator, is managing the new unit. Harris will be hiring up to 17 additional employees: 2 Inspection Supervisors and up to 15 Inspection Officers. Illegal dumping is the unit’s primary enforcement issue. Mr. Harris is already working very closely with Steve Shular, Special Assistant to the Mayor - Neighborhood Concerns.

Also, the new Environmental Enforcement unit will routinely work with ● Neighborhoods and individual residents ● Memphis and Shelby County Health Department ● Code Enforcement ● Memphis Police Department ● Memphis Fire Department ● Shelby County District Attorney’s Office ● Other law enforcement agencies ● Police Joint Association meetings(PJA)
There is hope!
I decided to share this again. With the new Shelby County administration in place, I am encouraged that this will not fall on deaf ears again, and that we can make even greater strides in our cause. #WeWillSucceed The felon population is an underused and undervalued segment of our society and we can positively contribute.

This week we had the honor of capturing a beautiful moment at LifeLine to Success. Tennessee Govenor Bill Lee joined DeAndre Brown and Josh Spickler with Just City to sign a bill that eliminates state fees for expungement.

We've followed this story for awhile thanks to both of these organizations. It was an honor to witness this moment. The law takes effect on July 1st.

Both Lifeline to Success and Just City are doing work to restore dignity to so many people's lives. But as we all know, the work continues.
