The Tuscarora Intermediate Unit 11 (TIU) has an anticipated opening for a Special Education Data Coordinator. The expected start date for this position is July 1, 2026. The starting salary is approximately $42,500/year. The Special Education Medical Access Data Coordinator is directly responsible to the Cabinet Level Director of Special Education.
Fundamental Duties/Essential Functions:
Coordinate all activities involved with the Medical ACCESS Program.
Serve as local support for area school districts; maintain and submit Special Education student information, and coordinate and verify accuracy of data for fiscal reporting purposes, if required.
Maintain and organize all required SBAP documentation in accordance with SSG and DHS guidelines, including MA eligibility checks, attendance records, provider credentials, and fraud‑check screenings. Keep records complete and stored for the seven year retention period to support accurate claiming, smooth reviews, and overall program compliance.
Obtain medical billing authorizations for health related services and Personal Care Assistants
Manage all student early learning service data utilizing the Department of Human Services required student management system, PELICAN (PA’s Enterprise to Link Information for Children Across Networks).
Maintain accurate MA billing records in the STaR (Service Tracking and Reporting) system, ensuring all service data is captured correctly and export files are prepared for submission to SSG for Medicaid billing.
Participate in IU and state-provided training sessions to support accurate data entry, reporting and compliance. Attend scheduled training, webinars, and workshops to stay up‑to‑date on MA/SBAP procedures, data requirements, and program updates.
Provide professional development opportunities for IU MA billers as requested, ensuring staff receive clear, accurate, and compliant guidance.
Continued professional development to maintain proficiency in the use of all special education reporting systems, as well as generating reports to drive efficient and accurate Special Education programming.
Act as a liaison with Sivic Solutions Group, district and IU MA billers, district Special Education Directors, District MA coordinators, and the TIU special education and business offices.
Submit all submissions in an accurate and timely manner. Track and maintain the quarterly staff pool for assigned programs.
Maintain monthly management reports for the Special Education fiscal analyst for use in school district invoicing.
Complete Random Moment Time Study reports and documentation, as well as IEP Ratio calculations for both early intervention and school age programming.
Scan, digitize and index Special Education records into the electronic record management system in accordance with established IU procedure as assigned.
Provide support as required for EI transportation services.
Perform other tasks as assigned by the Director of Special Education and Special Education Supervisors.

Knowledge of the Pennsylvania Special Education Regulations and Standards.
Knowledge of the Individuals with Disabilities Education Act (IDEA).
Proficiency in the use of Special Education Data Collection Systems.
Ability to exert up to 25 pounds of force, occasionally, to lift, carry, push, or otherwise move equipment/supplies.
Ability to communicate in speaking & and writing effectively in English in all levels for groups and individual contacts.
Ability to employ interpersonal skills so as to effectively collaborate with school administrators, staff, parents, and agency personnel.
Ability to use computer applications and programs as required to support fundamental duties.
Qualification Standards
1. Education: High School/GED diploma required.
2. Experience: Experience with Special Education Data Collection Systems preferred.
3. Experience: Experience with Special Education paperwork process preferred.
