Background and other important information
The Texas House of Representatives will consider House Bill 1, the House’s version of the state budget, on Thursday, April 6. Among the hundreds of amendments that will be considered are efforts to increase school funding and salaries, and an amendment to oppose spending public funds on private schools.
Legislators pay attention to the people who can vote them into or out of office, so it is vitally important that they hear from you. We know you’re busy, but please take just a minute or two to make this call and advocate for yourself and your students.
You will likely reach a staff member who is noting calls for and against these and many other budget-related issues, so don’t feel slighted if they don’t have time for a full conversation. The important thing is to make sure House members are hearing from the educators in their districts.
The Herrero Amendment to HB 1
An amendment by Rep. Abel Herrero, co-signed by Reps. Charlie Geren, Ana Hernandez, and Armando Walle, has been offered to prohibit the state from spending public funds on private school vouchers. Similar amendments have successfully been added to the budget for several sessions, but there are concerns that the amendment may not pass this year due to significant pressure from Gov. Abbott and others.

Increasing funding and raising salaries
The House budget proposes $5 billion in extra funding for education, and while this is helpful, it is nowhere near enough to ensure significant salary increases and additional funds for schools. There are amendments that attempt to help with funding and/or salaries; rather than specifying a particular amendment, we are encouraging you to ask your House member generally to support efforts in these areas.
