Congratulations to 2019 CPM Graduate Steve Riggs. Steve’s 2019 CPM Individual Capstone project paper has led to proposed legislation by Representative VRUWINK, AB 944 (SB 908) that, if passed, will put his proposal into reality. Steve is a veteran who wanted to use his Wisconsin G.I Bill benefits to pay for his CPM Certification classes. Unfortunately, veterans cannot use their Federal or State GI benefits to pay for certification courses. Steve’s CPM project focused on the benefits and importance of changing current law. First, Steve sent his paper to his local representative Vruwink to support such legislation. It was to be presented in the 2019-2020 legislative session, but COVID hit and delayed consideration of Steve’s idea until it was reintroduced Thursday February 10.

On Thursday, the Assembly Committee on Colleges & Universities met to hear testimony on several bills, including Steve’s. First, representative Vruwink introduced the AB944 and spoke about Steve’s paper. Steve then testified about his benefit and the benefit to all veterans having his CPM and other certification courses partially reimbursed through his WI GI Benefits. After the testimony, the Committee member comments were very favorable. To view UW System testimony, click here. The next step is additional implementation discussion, then an Assembly Committee vote and Senate action.

If you are interested to learn more, you can access the bill AB 944, Steve’s CPM paper, and the UW Testimony using these links, Assembly Committee on Colleges & Universities, and bill AB 944. AB 944 cosponsors are S. Rodriguez, Ohnstad, Doyle, Sinicki, Hebl, B. Meyers, Subeck, Stubbs, and Drake; cosponsored by Senator Smith. If you are interested in supporting, AB 944 and SB 908, please contact your Representative and Senator.

Farmland protection is critical to preserving our ability to grow food for our communities in the future, among many other benefits, including mitigating climate change, that sustainable agriculture can provide. Proactively protecting farmland is more important now more than ever, given accelerating farmland loss and increasing urban development pressure on peri-urban and rural landscapes in Wisconsin and across the US. Wisconsin's state and local governments have unique opportunities to enact innovative farmland protection measures, and the opportunity to position our state as a leader in safeguarding the future of agriculture. Learn about local-, regional-, and state-level opportunities in farmland protection, hear about innovative local government programs that are working to protect farmland, and engage in a peer discussion about possible solutions.

Presented by: Catie DeMets, doctoral student, UW-Madison Dept. of Planning & Landscape Architecture; Steve Steinhoff, Director, Capital Area Regional Planning Commission; Kara O'Connor, Midwest Farmland Protection Manager, American Farmland Trust; Chris Gutschenritter, Land Protection Manager at Tall Pines Conservancy
