Understanding the 21st Century Dyslexia Act (S. 3010)

The 21st Century Dyslexia Act (S. 3010), introduced by Senator Bill Cassidy (R–LA), proposes significant changes to how dyslexia is recognized under the Individuals with Disabilities Education Act (IDEA).

The bill would:

* Create a separate IDEA disability category for dyslexia.
* Establish a statutory definition of dyslexia in federal law.

These proposals have prompted thoughtful discussion among educators, families, researchers, and advocacy organizations about evaluation, eligibility, implementation, and consistency across states.

Regardless of differing perspectives on the proposed legislation, one principle remains clear: Every student with dyslexia deserves a comprehensive evaluation and access to the level of support they need.

For some students, that may mean accommodations through Section 504. For others, a comprehensive evaluation may determine they require specially designed instruction through IDEA. The important issue is ensuring that students receive an individualized evaluation and the services that best meet their educational needs.

As these discussions continue, our focus remains unchanged: ensuring that every student with dyslexia receives a comprehensive evaluation and the individualized supports they need to succeed. We remain committed to sharing accurate, balanced information that helps families, educators, and policymakers navigate these important issues while keeping students at the center of the conversation.

What is a Good Reader?

Good readers can recognize a word in 1/20th of a second without context.
Good readers can read 150-250 words per minute.
Good readers can immediately recognize tens of thousands of words.
Good readers learn new words very quickly. (By 2nd grade, average readers require 1-4 exposures to a new word.)
Good readers don’t forget the words they learn.

If you hand your child a screen or if your school does please listen. If your children come home and you ask, “What did you do today at school?” And they respond, “Nothing,” please watch. If you are worried that you child can’t figure out problems or have a conversation please watch. This is real. And this is happening everyday. Cognitive scientist are trying to tell educators and parents what they are seeing in their field about tech but few are listening. If something doesn’t change in our state or in our community or in our lives, we will produce a generation of people that will actually be less capable of learning, of solving problems, and in my opinion less capable of emotionally regulating themselves In fact, we may have already done it to the generation in high school.

Do not let educators tell you they “need more time” or “they are still young.” The skills needed to read should be established in kindergarten and fluent by the middle of first grade. If testing is done at the end of first grade then therapy can start that summer or the next school year. This way they can have two years of intervention before the third grade “gate” or State Test.
