Joshua A. Foster, NOMA, Assoc. AIA, ULI, is an award-winning community builder, architectural designer, educator, and speaker. He is the Founder and CEO of JAF Creative Solutions — a community-impact focused consulting firm empowering the AEC and real estate industry with the tools to maximize impact in the built environment. Joshua also serves on multiple local and national non-profit boards including, the National Organization of Minority Architects (NOMA), the Association of Collegiate Schools of Architecture (ACSA), the Long Beach Community Design Center, Architecture + Advocacy, and the USC Architectural Guild. A native of the Philadelphia area, Joshua is a graduate of both Columbia University and the University of Southern California.

ULI presents a and of the awe-inspiring (W)rapper Building on Tuesday, March 5th from 8:30-10:30 AM. Crafted by the visionary minds at Eric Owen Moss Architects in partnership with Samitaur Constructs, Arup and MATT Construction, this architectural marvel stands as a testament to innovation, resilience, and urban transformation.

Located along Metro Los Angeles’s E Line that connects West Los Angeles with Downtown, the project catalyzes Los Angeles’ long term planning goal to increase density along mass transit routes. At 235 feet in height, (W)rapper sets a new scale and density for the former light industrial zone that previously limited heights to 45 feet.

(W)rapper has a unique structural system comprised of a network of curvilinear steel bands, in lieu of vertical columns, that wrap the exterior of the building envelope. The bands are supported on a base-isolated foundation which separates the tower structure from the foundations below, allowing 32” of movement between the site and tower in a seismic event. (W)rapper is the only commercially available base-isolated high-rise office building in the United States.

The Downtown Los Angeles Community Plan update envisions a “sustainable, equitable and inclusive future for the City’s urban core.” Unanimously approved by City Council on May 3, 2023, DTLA 2040 is moving through the City’s process to become implemented as an ordinance. DTLA 2040 nearly doubles the area where housing is currently permitted within downtown, eliminates parking requirements and introduces a Community Benefits Program to incentivize affordable housing. In addition to utilizing form-based standards for development, DTLA 2040 includes significant changes to FAR and density standards for certain properties.
