USA Medicare Advantage Plan Switching
At K C Legacy Insurance Solutions, we always keep a close eye on how Medicare Advantage plan choices are evolving, because understanding these patterns helps us better serve our clients. From 2016 to 2022, more people—especially those who are fully or partially dual-eligible—decided to switch their Medicare Advantage plans. Notably, fully dual-eligible switching increased from around 12% to about 22%, and partial dual-eligible from roughly 17% to 30%. For other beneficiaries, the rate moved from about 10% to 13%. Despite this, very few beneficiaries moved from Medicare Advantage back to traditional Medicare by 2022—about 4% for fully dual-eligible, 2% for partial, and less than 1% for others.

These shifts often reflect changing needs, priorities, or provider networks. We also see that older beneficiaries tend to switch plans less frequently, while those with the highest health risks are more likely to return to traditional Medicare. Three SNP Types Drive Medicare Advantage Growth
Special Needs Plans (SNPs) are reshaping the Medicare Advantage landscape—an important trend for anyone navigating their healthcare choices. In 2026, around 8.2 million people will select a special needs plan, making up 23% of all private federal health plan enrollees, a notable increase from 21% in 2025. While overall growth in private federal health plans is slowing, SNPs are driving most of the new enrollment and bringing these options into sharper focus for clients and advisors alike.

There are three main types of SNPs: chronic-condition plans for those with severe or disabling health issues (about 20% of SNP enrollment), institutional-care plans for individuals needing at least 90 days of institutional-level care (2%), and dual-eligible plans—which are by far the largest category at 78%—for those who qualify for both Medicare and Medicaid.

With so many choices, clear education is essential. Labels alone can’t explain eligibility, benefits, or the distinct differences among plans. Every SNP requires a tailored care model that meets federal standards, as well as a health risk review within 90 days of enrollment and annually after that.

What made this especially challenging? Cost-of-living increases, required distributions from retirement accounts, and investment gains all counted toward these limits, yet the brackets themselves weren’t adjusted for inflation. That means just crossing the $109K mark could raise your Medicare premiums from about $175 to $245 per month, and prescription coverage comes with its own surcharge as well.
