Yes. Everyone is considered fully vaccinated against COVID-19 two weeks after their second dose in a two-dose primary series, such as the Pfizer-BioNTech or Moderna vaccines, or two weeks after a single-dose J&J/Janssen vaccine.

Important: The University of California issued a systemwide executive order on Oct. 8, 2021, requiring all covered students, faculty, other academic appointees and staff to, by Nov. 19, 2021, get vaccinated against influenza or opt out using a form supplied by their location after receiving information about flu vaccine.
