This is a quote from a teacher about a funding program (SB178) that was so volatile students lost resources as soon as they improved. Fast forward several years and we now have a program in its place that we are now finding works much the same. At-risk funding meant for students who need additional resources to succeed is so volatile 17,000 students lost access from one year to the next, CCSD lost $36 million in one year.
