LARAMIE COUNTY SHERIFF’S OFFICE LAUNCHES "BLUE ENVELOPE PROGRAM"

The Laramie County Sheriff’s Office has officially launched the Blue Envelope Program, a voluntary community initiative designed to enhance communication and promote safer interactions between individuals with disabilities and first responders.

The program is intended for individuals with intellectual, developmental, cognitive, or other disabilities that may affect communication, understanding, or responses during interactions with first responders. The Blue Envelope serves as a communication tool that helps provide important information to responders, reducing misunderstandings and supporting safer, more positive outcomes during traffic stops, emergencies, and other public safety encounters.

Under the program, participants keep essential documents inside a highly identifiable blue envelope. When interacting with emergency personnel, presenting the envelope immediately signals the responder to look for specific communication preferences, behavioral triggers, or emergency contact details.

"Our goal with the Blue Envelope Program is to empower individuals with disabilities by providing a simple communication tool that helps first responders better understand their needs, reducing misunderstandings and promoting safe, respectful interactions for everyone involved," said Sheriff Kozak.

Each complimentary Blue Envelope packet includes:
• An official Blue Envelope for vehicle storage
• A Participation Card for wallets or lanyards
• A custom Lanyard and Bracelet
• A Small Window Sticker to alert approaching personnel
• Ready-to-fill Informational Forms

Participation in the program is entirely voluntary and does not excuse or prevent standard legal consequences for unlawful behavior.

Blue Envelope packets are currently available for immediate pickup at the front desk of the Laramie County Sheriff's Office, located at 1910 Pioneer Ave, Cheyenne, WY.

How to Find the Joint Appropriations Committee Agenda
Want to check whether Deaf Intervention Services, LLC (DeafIS) has been added to the Joint Appropriations Committee (JAC) agenda? Here’s a quick step-by-step guide to help you find it.

I’ll include a screenshot with each step to make this easier to follow.
1. Go to WyoLeg.gov: https://wyoleg.gov
2. Scroll down and click “Joint & Standing.”
3. Scroll down and click “Appropriations.”
4. Wait a few seconds for the page to load. Scroll down until you find 10/19/2026–10/20/2026, then click “Details” on the far right.
Do the same for 12/7/2026–12/11/2026.
5. A pop-up will appear with the information. As of right now, both are still listed as pending. Keep checking that.

Hello, Deaf communities in Wyoming!

I want to share some important information with you.

Last Friday, DeafIS submitted a report titled “Proposal to Establish the Wyoming Commission for the Deaf, DeafBlind, and Hard of Hearing” (WCDDBHH) to the Wyoming Joint Appropriations Committee (JAC).

Right now, Wyoming does not have a commission specifically representing Deaf, DeafBlind, and Hard of Hearing people. DeafIS is working to help establish WCDDBHH.

DeafIS hopes that the JAC will include DeafIS on its agenda for either the October or December meeting. However, DeafIS has not been added to the agenda yet.

The possible meeting dates are:

📅 October 19–20 in Casper, Wyoming
📅 December 7–11 in Cheyenne, Wyoming

If DeafIS is added to the agenda, we need your support!

We want you to come and share your experiences living in Wyoming as Deaf, DeafBlind, or Hard of Hearing residents.

Your experiences are valuable. Your testimony can help legislators better understand our community, listen to our needs, and understand why Wyoming needs a commission representing Deaf, DeafBlind, and Hard of Hearing Wyomingites.
