The Department of Education recently updated information available on its webpage dedicated to operational updates on the Saving on a Valuable Education (SAVE) plan, providing new information on the existing SAVE forbearance status and Income-Driven Repayment (IDR) plan recertification timelines.

Key details include:

• The SAVE-related general forbearance will be in effect until federal loan servicers are able to calculate monthly payments and begin moving borrowers back into repayment, which is expected no earlier than September 2025. As a result, servicers expect first payments to be due no earlier than December 2025.
o A June 2024 injunction remains in place preventing the Department of Education from implementing parts of the SAVE and other IDR plans.
• As the existing SAVE forbearance is expected to be in place until fall of 2025, Federal Student Aid (FSA) is directing loan servicers to change IDR plan anniversary recertification deadlines.
o First recertification deadline for SAVE borrowers will be no earlier than Feb. 1, 2026.
o Recertification deadlines will occur on a rolling basis.
o Borrowers will receive information from their servicers on their specific recertification timeline.
o Borrowers are encouraged to provide consent for auto-recertification of IDR plans via StudentAid.gov if they are eligible.
• As of December 16, 2024, borrowers may apply for the following IDR plans: Pay As You Earn (PAYE), SAVE (previously known as REPAYE), Income-Based Repayment (IBR), and Income-Contingent Repayment (ICR), if borrowers meet any plan specific eligibility requirements.
o Of note, borrowers should consider changes carefully: if a borrower enrolls in IBR and then moves to a different repayment plan, accrued and unpaid interest will capitalize.
• Servicers have resumed processing certain IDR applications that were paused following court orders affecting the terms and availability of IDR plans, including: IBR, ICR and PAYE.
• Servicers are also processing recalculations and recertifications for IBR, ICR, and PAYE.
• FSA will inform borrowers of any further change to this litigation-related forbearance.
• Terms of the SAVE plan and other IDR plans are subject to the outcome of ongoing litigation.
