The reason why DoD has lost 40% of its small business base is due to the BARRIERS that it allowed to exist for decades! Unless OFPP acknowledges it and allow for the solutions proposed by the FPA Think Tank to be implemented, the losses will continue to take place!

Small businesses are entering the defense industrial base at a historically low rate, but the Pentagon wants to turn things around.

LEGACY TRAINING (LT) was conceived to inspire pride in rhe HERITAGE of students from the underserved communities protected by P.L. 95-507. LT will encourage them to pursue careers in public service and entrepreneurship. The initial emphasis will be HISPANIC Culture'

LT is unique in that it is focused on teaching hands-on skills - as opposed to theory - through the success of a selected group of successful Hispanic Leaders who have overcome hardships and adversity to become Icons in their community.

One arena LT will highlight is Public Procurement, a $3 Trillion national Marketplace riddled with BARRIERS that restrict the participation of Hispanics, Veterans, Women, Blacks and Native American small businesses.

Research by the FPA Think Tank has shown that - during the last 25 years - the Federal Government has lost 25 % of its small business suppliers on account of the BARRIERS jn the bureocracy..

One solution LT will be promoting is for States and Local governments to begin tracking contracting results. This solution will prevent abuse, avoid costly DISPARITY STUDIES which are designed to detect discrimination and abuse and help provide better management of public contracts. FPA Commissioner, Raul Espinosa, said, "One cannot manage results when they are
not tracked."

LEGACY TRAINING (LT) intends to make a difference in the space through its goal to "double the number of underserved small businesses doing business with the Federal, State and Local Governments by 2035."

FPA has conceived LEGACY TRAINING (LT) to inspire students from the underserved communities protected by P.L. 95-507 to pursue careers in public service and entrepreneurship. LT is focused on teaching hands-on skills - as opposed to theory - from selected successful leaders from their underserved cultures who have overcome adversity and succeeded in becomi respected entrepreneurs and icons. Public procurement is a $3 Trillion national Marketplace riddled with BARRIERS that restrict the participation of Hispanics, Veterans, Women, Blacks and Native American small businesses. Research by the FPA Think Tank has shawn that - during the last 25 years - the Federal Government has lost 25 % of its small business suppliers at the expense of LARGE businesses which have monopolized the Marketplace. States and Local governments MUST start tracking contracting results to prevent abuse, avoid costly DISPARITY STUDIES and better manage public contracting. LEGACY TRAINING (LT) intends to change that trend through its mission to "double the number of underserved small businesses doing business with the Federal, State and Local Governments by 2035."

Very pleased to share that our efforts to identify affecting participation and recommend for abuses in public contracting, a $3 Trillion marketplace, has resulted in DoJ creating a Task Force to address the subject matter. Stay tuned for additional developments.

The interagency partnership aims to prevent bid-rigging at all levels of government.
