Since 2010, Competitive Outcomes has been featured on news programs locally, nationally, and internationally—sharing our work, our expertise, and the stories of the people and organizations we have had the privilege to serve.

A legacy far greater than music.

The world has lost an icon, but the people of East Tennessee have lost something even more personal: a neighbor, a friend, and one of their greatest champions.

A few years ago, Competitive Outcomes had the privilege of training police officers and firefighters from Dolly Parton’s hometown of Sevierville, Tennessee. Some of that training took place at her former high school, where her statue and plaque stood as reminders of the remarkable life that began in those mountains.

Over the years, we have also trained members of the Dollywood security team and countless law enforcement professionals throughout Tennessee. Through all of those experiences—and all the people we have met who were connected to her community—we never heard anyone speak of Dolly with anything other than genuine admiration.

That may be the greatest testament to who she was.

Dolly Parton achieved a level of fame few people will ever know, yet she never forgot where she came from. She continually supported her community, its children, and the first responders who served it. Her generosity was not simply something she talked about; it was something the people around her experienced firsthand.

She was an extraordinary entertainer, but an even more extraordinary human being.

Competitive Outcomes extends our deepest condolences to Dolly’s family, friends, the Dollywood family, and the entire Sevier County community. Her voice will be remembered forever, but her kindness and service to others may be her greatest legacy.

Rest peacefully, Dolly. Thank you for showing the world what it means to remain grounded, generous, and good.

To the public, it may last only a few minutes.

A flag is folded.
Colors are presented.
A casket is moved into position.
A rifle volley breaks the silence.
A final salute is rendered.

But to the family standing a few feet away, those moments may become part of a memory they carry for the rest of their lives.

That is why the details matter.

The angle of a hand.
The cadence of a step.
The timing of a movement.

THE TROPHY IS WON BEFORE COMPETITION DAY.

Competition day gets the attention.

The uniforms are sharp.
The rifles are polished.
The judges are watching.
The stands are full.

But that is not where great drill teams are built.

They are built during the practices nobody sees.

One more repetition because the spacing was off.

Running the sequence again because one movement was late.

Fixing a hand position by an inch.

Learning to recover when something goes wrong.

Showing up tired—and still holding the standard.

Great drill teams are not created by one talented commander or one incredible exhibition routine.

They are built when an entire team decides that “good enough” is no longer good enough.

At Competitive Outcomes, we have never measured success by how good a group looks on the final day of training.

We measure it by what happens afterward.

When an Honor Guard performs flawlessly when the stakes are highest.

When a JROTC cadet steps forward and becomes a leader.

When a military or law enforcement professional makes the right decision under pressure.

When a team that once struggled begins competing—and winning—at a completely different level.

That is the point.

MEET THE BOARD | BILL OWEN

The National Honor Guard Society is proud to introduce Bill Owen, Founder & Chair.

Bill is an internationally recognized Honor Guard and drill-and-ceremonies instructor whose career has focused on advancing the precision, professionalism, leadership, and operational readiness of ceremonial units.

In 2010, Bill founded Competitive Outcomes, LLC. Since then, he has trained Honor Guards and ceremonial units in all 50 states and 27 countries, working with thousands of military personnel, law enforcement, firefighters, EMS professionals, corrections officers, and other public-safety practitioners.

His experience has included working with members of some of America’s most distinguished ceremonial organizations, including The Old Guard, the U.S. Marine Corps Silent Drill Platoon, and the U.S. Navy Ceremonial Guard. He has also performed in and organized major ceremonies involving heads of state, large line-of-duty-death funerals, nationally televised productions, and other high-profile events.

Through years of working across military, public-safety, and international ceremonial communities, Bill saw a need for something more: a national organization capable of bringing disciplines together, developing consensus-based standards and best practices, expanding access to credible resources, and strengthening the Honor Guard profession as a whole.

That vision became the National Honor Guard Society.

Bill founded the Society on a simple principle: every person, family, agency, and community represented in ceremony deserves the same measure of dignity, precision, and respect—regardless of discipline, geography, or available resources.

As Founder & Chair, Bill continues to lead the Society in building the national standards, professional resources, partnerships, and community needed to strengthen ceremonial service for generations to come.

We are proud to share some exciting news.

Please join us in congratulating Competitive Outcomes Founder & CEO Bill Owen on his selection as the National Training Officer for the United National Honor Guard, a program of United We Rescue.

United We Rescue is a 501(c)(3) nonprofit organization dedicated to supporting the mental health and well-being of first responders, military members, veterans, and their families. Through crisis intervention, peer support, education, and outreach, the organization lives by its mission of ensuring that “No One Fights Alone.”

In his new national leadership role, Bill will help develop training programs, establish instructional standards, mentor instructors, and support the continued growth of the United National Honor Guard. The position brings together Competitive Outcomes’ passion for ceremonial excellence with United We Rescue’s commitment to serving those who dedicate their lives to protecting others.

For more than 20 years, Bill has trained military, law enforcement, fire, EMS, federal, and international Honor Guard units, including instruction provided to elite ceremonial organizations in Washington, D.C., and at the request of governments around the world.

This appointment represents another opportunity to advance professionalism, preserve ceremonial traditions, and ensure Honor Guard members across the country receive world-class instruction while supporting an organization that is making a meaningful difference in the lives of first responders and veterans.

Another outstanding week in the books.

Competitive Outcomes has officially completed another Navy JROTC Cadet Basic Leadership Training Course in North Carolina, bringing together more than 80 cadets from around the region for a week focused on leadership, teamwork, and personal growth.

Throughout the course, cadets challenged themselves in:
• Precision drill
• Team-building exercises
• Physical training (PT)
• Leadership and academic instruction
• Canoeing
• Fishing
• Campfires and s’mores
• And yes… even a little line dancing.

Leadership isn’t developed in a classroom alone. It’s built through shared challenges, new experiences, and the confidence that comes from stepping outside your comfort zone. Every activity was designed to reinforce the values of discipline, communication, resilience, and teamwork that these young leaders will carry back to their units.

Thank you to the instructors, cadre, and North Carolina State Parks for making this week possible. Most importantly, congratulations to every cadet who showed up ready to learn, lead, and support one another.

We’re proud of what you accomplished, and we’re excited to see where your leadership journey takes you next.
