Biden, in his World AIDS Day speech mentioned ending HIV criminalization: "There's still a large number of states with HIV criminalization laws that do not reflect an accurate understanding of HIV; That means eliminating laws that perpetuate discrimination, exacerbate disparities, discourage HIV testing, and take us further away from our goal."
