We are pleased to share our report, The Indiana 2025 Property Tax Reform from Dr. Larry DeBoer. This comprehensive analysis of the real impacts of this year's tax reform identified several key facts:
1) Low valued homes not at their property tax caps will likely will see much larger increases in taxes, above what they would have been, because of the loss of the fixed $48,000 deduction.
2) The property tax burden may shift from homesteads, other residential, and farmland, to businesses, especially those which continue to pay personal property taxes.
3) Areas with a high share of farmland or other residential property, and a low business share, will see bigger net assessed value reductions.
