An Alturas Institute Memo on the 2020 Election:

2020 Election: A Renewal of American Democracy

The 2020 presidential election represents the most consequential election in American history since 1864, when the very fate of the Union was at stake. At that juncture, the founders’ dream of an enduring constitutional union was threatened by the Civil War with the very real prospect that the nation would be destroyed.

The election of 2020 raised the question of whether democracy would endure, or whether it would be overrun by the authoritarian instincts and reflexes of President Donald Trump. Joe Biden’s victory is an indisputable victory for American Democracy.

President-Elect Biden’s victory does not mean, however, that we should take our Constitutional Democracy for granted. Indeed, we would be foolish to do so. Among other lessons drawn from this election, we should understand that our nation narrowly escaped the tentacles of authoritarianism. This experience should remind us of the admonition from Jefferson, Madison and Adams, that eternal vigilance is the price of liberty. Indeed, the greatest threat to our liberty, as Justice Louis Brandeis justly observed, “is an inert citizenry.”

A record number of Americans went to the polls in this election. This is encouraging and foreshadows a citizenry willing to expend time, energy and resources to shape American Democracy. President-Elect Joe Biden won more votes, roughly 75 million, than any other presidential candidate in American history. Donald Trump captured 70 million votes, the second greatest number of votes in presidential history.

Biden, who will likely win 306 Electoral College votes, won the popular vote by a margin of some 4.2 million votes, a stunning victory that eclipsed Secretary Hillary Clinton’s margin of some three million votes. Yet, the numbers recorded in this campaign affirm the broad political and cultural divisions in America and the chasms that must be bridged.

As only the 10th presidential candidate to defeat and incumbent, President-Elect Biden faces stern challenges that will require responses that summon the rapid pace and high energy and activity that characterized President Franklin D. Roosevelt’s first 100 days. The first order of business for Biden and Vice-President Elect Kamala Harris, is to move immediately to develop and implement a plan to contain the rapid rise Covid-19 cases which, at this writing, is breaking records on a daily basis. Biden should find willing partners among republican governors who have been reluctant to take measures at odds with President Trump’s preference for denying the deadly effects of the pandemic. Experts warn that America faces the prospect of suffering 200,000 cases per day, many of them in red states. An early test of the Biden Administration’s leadership skills will be found in the development of a plan to efficiently deliver a vaccine to 350 million Americans, no easy task.

President-Elect Biden, moreover, must move quickly to revitalize the economy, a task which Democrats and Republicans alike should be willing to address with strong, bold measures. The challenges and pressures of the 2022 election, which, believe it or not, has already begun, should assure bipartisan action in order to avoid blame for a lagging economy. This requires, at a minimum, two steps. First, our representatives must bridge their differences and swiftly pass another relief bill to provide succor to the millions who have lost their jobs, and are in jeopardy of losing their homes or find themselves unable to pay rent or visit doctors for health care needs. The second step is to pass a major infrastructure bill, something that Trump promised in his first campaign for the presidency but never delivered. Infrastructure legislation will put people to work, stimulate economic growth and address the serious problem of national neglect in rebuilding roads and bridges.

The Biden Administration’s next assignment, perhaps headed by Vice-President Elect Harris, will be to lead an effort to shore up voting rights, which suffered at the hands of state suppression, despite their centrality to American Democracy. This
undertaking ought to be the work of bipartisanship, but if Republicans balk they will hand Democrats a winning issue for the 2022 midterms.

The defense of American Democracy, a vital mission of The Alturas Institute, requires eternal vigilance. Once lost, it will be extremely difficult to recover. Alturas welcomes your support, and donations, in this great cause.

Lauren Bean Buitta is founder and CEO of Girl Security, a nonpartisan, non-profit organization closing the gender gap in national security through learning, training, and mentoring support for girls and young women. Lauren began her career in national security in Chicago, IL in 2003 as a policy analyst with the National Strategy Forum, a nonpartisan national security think tank. She then launched her own consulting firm, Stele Consulting, while attending law school in 2009, which advised clients on urban security and policy challenges. In this role, Lauren managed a $1.4 billion dollar lawsuit against the City of Chicago (United States of America ex rel. Albert C Hanna v. City of Chicago) for misuse of federal housing dollars and related civil rights and fair housing violations. This False Claims case resulted in a federal civil rights complaint (active) on the same claims and catalyzed systemic policy change in the City. In 2016, after recognizing the changing nature of national security threats and the continued underrepresentation of women in national security, Lauren started Girl Security, a first of its kind intentional approach to empowering girls in national security and building a future workforce of women decision makers. Lauren is a former Fellow with the Carnegie Endowment for International Peace (2003), Truman National Security Project (2006), American Bar Association Standing Committee on Law and National Security (2012) and Chicago Council on Global Affairs (2017). She has authored articles, reports and book chapters on national security, foreign policy, and public policy. She is the mom of two amazing earthlings.

Lara M. Brown, Ph.D., serves as an associate professor and the director of the Graduate School of Political Management (GSPM) at the George Washington University.

A distinguished writer and dedicated scholar, Dr. Brown is the author of “Amateur Hour: Presidential Character and the Question of Leadership” (Routledge, 2020) and “Jockeying for the American Presidency: The Political Opportunism of Aspirants” (Cambria Press, 2010). She has co-edited and contributed to two other recent books: “The Presidential Leadership Dilemma: Between the Constitution and a Political Party” (SUNY Press, 2013) and “Campaigning for President 2016: Strategy and Tactics, 3rd edition” (Routledge, 2017).

Dr. Brown is a frequent presence in the media, appearing on dozens of television and radio programs, and serving as an expert on national elections and candidate strategies, political scandals, and presidential leadership for scores of print publications. She has written for op-eds and blogs for The New York Times, The Washington Post, Politico, The Hill, U.S. News and World Report, The Philadelphia Inquirer and The Huffington Post.
