Baker Institute for Peace and Conflict Studies Supporting a vibrant, engaged community and academic program that addresses war, peace, and justice. and Elizabeth Evans Baker family in 1987.

The Baker Institute for Peace & Conflict Studies was formally established in 1986. The initial funds to support the program came from Elizabeth Evans Baker in 1968 as a gift to the college, and were used to launch the Peace and Conflict Studies (PACS) program in 1971. The Institute was formally established in 1986 as an outgrowth of that project, and was named for the John C. In addition to providing oversight for the undergraduate program, the Baker Institute’s initiatives are designed to educate the public, as well as the Juniata College community, about creating a future where war no longer exists. In addition to the formal programming and activities of the Institute, it also sponsors conferences, workshops, and public forums on war and peace issues. Baker Institute programming creates the infrastructure and energy for new intellectual conversations to arise among the Juniata community and with outside institutions. By actively pursuing inter-faculty exchanges of knowledge and ideas, as well as a constant stream of guest speakers and Senior Fellows working at the forefronts of their fields, the Baker Institute enriches the academic and intellectual community for students and faculty alike at Juniata College.

🎤 Join the Baker Institute for a lecture by Ibrahim Fraihat, one of our fellows, on Monday, April 27th in the Sill Boardroom, discussing the current U.S.-Iran war.

This talk analyzes the current U.S.–Iran war as a critical inflection point for global peace and security, arguing that it extends far beyond a regional confrontation to reveal a deeper crisis in international order. It examines how escalating military exchanges, disruptions to strategic chokepoints, and intensifying great-power competition are generating cascading global effects—from energy and economic instability to the erosion of legal and normative constraints on the use of force. The lecture advances three core claims: that the conflict signals a shift from managed rivalry to open-ended instability; that it accelerates the fragmentation and regionalization of global security governance; and that it exposes the limits of military-centric approaches to fundamentally political disputes. Ultimately, it asks whether the current trajectory represents a contained crisis or the consolidation of a more volatile global system in which localized wars increasingly carry systemic consequences.

Ibrahim Fraihat is a professor of international conflict resolution at the Doha Institute for Graduate Studies, the founding president of the Arab Society for Conflict Studies, and a non-resident fellow at the Baker Institute for Peace and Conflict Studies at Juniata College. He previously served as a senior foreign policy fellow at the Brookings Institution and taught conflict resolution at Georgetown University.

🪧 On March 13th, Program Coordinator Maggie Toole attended a conference at Arcadia University hosted by the IPCR Program.

The conference was a hands-on learning experience highlighting nonviolence, de-escalation, peacebuilding, and mutual aid. In addition to workshops, a particular highlight of the event was the community representation, the tangible steps that attendees can take to build peace locally. Special shoutout to Juniata alum, Ariel Otruba ‘09, for planning this valuable experience!

☮️ Last month, the Baker Institute and the PACS Department hosted an information session about our programs, courses, and opportunities! Folks who stopped by the table wrote their definition of peace on a poster which we have hanging in the Oller Center. We had over 50 students stop by the table!
