The bond proposal on the August 29th ballot consists of the following question:

Shall Unified School District No. 210, Stevens County, Kansas (Hugoton), issue general obligation bonds in an amount not to exceed $35,615,000, to pay the costs to: (a) construct, furnish, and equip renovations and improvements to Hugoton High School, including to the existing High School and shop facilities, a new gymnasium, related connections, and a new transportation facility; (b) construct, furnish, and equip renovations and improvements to Hugoton Elementary School, including to the classrooms, entryway, kitchen and cafeteria areas, courtyard, playground, and play areas, and storm shelter improvements; (c) construct, furnish, and equip renovations and improvements to other District facilities; and (d) all other necessary improvements related thereto (collectively the “Project”), and to pay costs of issuance and interest on said general obligation bonds during construction of the Project; all pursuant to the provisions of K.S.A. 10-101 et seq., K.S.A. 25-2018(f), K.S.A. 72-5457, and K.S.A. 72-5458 et seq.?

𝗪𝗲'𝗿𝗲 𝟳 𝗱𝗮𝘆𝘀 𝗮𝘄𝗮𝘆 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗕𝗼𝗻𝗱 𝗜𝘀𝘀𝘂𝗲 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻!

Q: HOW WILL THIS BOND IMPROVE SAFETY & SECURITY?

A: The project scope of this bond improves safety & security measures in many ways. We owe our students and families the expectation of safety when they enter Hugoton Schools, including storm safety, up-to-date security measures, and handicap accessibility.

The construction of a storm shelter was considered a very high priority. If a tornado were to occur, Hugoton Elementary students and staff would have to walk outside during the storm to a separate facility to get to a storm shelter. The proposed school bond will fund a new storm shelter at the Elementary School that will also serve as a band room.

The proposed bond would allow for the construction of new secure entrances at the High School and Elementary School. Having secure entry points to our schools would provide additional protection to students and staff from potential external threats, including violence, intruders, and exposure to weapons. Secure entrances also reduce opportunities for crime and can allow for more thorough screening of people entering USD 210 facilities. Improving the individual classroom door locks from only being accessed on the exterior of the door would be addressed as well to provide added safety and security measures for each classroom.

Most importantly, this bond will also connect the Industrial Arts Building to the rest of the High School, which is a significant piece in increasing the safety and security of our facilities for our students. Currently, there are security risks because students move between buildings with unlocked doors, but a new student activity center will connect the buildings and solve this issue. District events will be more accessible to patrons in wheelchairs or who have difficulty navigating stairs.
