The Class-Domination Theory of Power
As argued in Who Rules America?, the owners and top executives of the largest corporations, banks, investment firms, and agri-businesses come together as a corporate community.

Their enormous economic resources give them the "structural economic power" that is the basis for dominating the federal government through lobbying, campaign finance, appointments to key government positions, and a policy-planning network made up of foundations, think tanks, and policy-discussion groups.

Houston ISD students are being systematically removed from advanced courses following the state takeover, according to new data.

A three-year case study by Dan Dawer, a doctoral candidate at the University of Texas at Austin, reveals some alarming trends at schools under the new state-appointed leadership.

Key findings show significant drops in student enrollment for critical college-readiness courses:
- **8th Grade Algebra 1:** Enrollment has declined by 24% at impacted middle schools. At five of these schools, Algebra 1 has been eliminated entirely.
- **9th Grade Biology:** Enrollment has plummeted by 53%, with students being delayed until 10th grade.
- **Algebra 2:** Nearly half of 11th graders at affected high schools have been moved out of Algebra 2 and into "algebraic reasoning," a course noted to have a negative impact on college and career readiness.

These changes disproportionately affect schools serving Black, Latino, and economically disadvantaged students. While these moves may be increasing accountability ratings, the data suggests it's happening by lowering expectations and reducing opportunities for Houston's kids.
