FAPE- You’ve seen it on every page of your child’s paperwork.

Here’s what it actually means.

Free Appropriate Public Education means your child gets an education built around their needs, at no cost to you. Not the bare minimum. Not whatever the school happens to have on hand. Not what they can do with the staff limitations. It has to be designed to help your child actually make progress.

This includes services like in class support, social skills, and transportation.

BACK BY POPULAR DEMAND!

The CEP will once again be offering Homeschool classes for Fall 2026. This semester, all classes will take place at our Clear Lake campus.

We're SO excited to introduce the teacher behind our classes! 🍳⚙️🎤

Please help us welcome, Ms. Lorali Layman! With a Master's in Education and certifications as a Diagnostician, in EC–6th Grade Education, EC–12th Grade Special Education, and EC–12th Grade ESL — plus a special certification in Child Nutrition and Cooking — she brings a wealth of knowledge to the classroom. 📚

Her experience runs deep: 5 years with Alvin ISD as a Special Education and Kindergarten teacher, 8½ years with Alvin Parks & Recreation teaching preschool, homeschool, and enrichment classes, and 5 years running her own tutoring business for students of all ages!

In her own words: "I love working with children and watching them grow and learn from a variety of activities. I believe that children learn best while moving, exploring the world around them, and talking about their experiences and observations. I strive to have my students learn something new each class — and I love learning new things from each child I meet!" 💚

Ms. Layman can't wait to work with your kids this fall.

🍳 Kids Cooking | ⚙️ Makers Lab | 🎤 Speak Up

Not sure if your child’s IEP is appropriate, addresses all of their needs, or you just want a professional to review it and provide feedback? Summer is a great time for an IEP review.
We typically catch errors in the IEP- behavior plan was not added, goals are not appropriate, present levels are not updated, parent concerns were noted but not addressed.

We’re happy to answer any questions about our IEP reviews!

She contradicts herself by saying historically some students weren’t able to go to their zoned campus because of available services but now they will have that option.
And then says some students will be required to move to different campuses for self contained programs.
How does this increases quality of education?

HISD is strengthening special education services for the 2026-2027 school year while keeping all IEP supports in place. Most students will see no changes, an...

HISD said the move could improve staffing and outcomes, but parents and advocates worry it would segregate students with disabilities from general classrooms, "re-institutionalizing kids."
