Northwest Regional ESD is the largest of Oregon’s 19 education service districts. We serve students, educators, child care providers and families living in Clatsop, Columbia, Tillamook and Washington counties. Our region includes the large, urban school districts of Washington County and the smaller, rural districts located along the Columbia River, the Coastal Range and the North Oregon coast. Ou

r regional office is located in Hillsboro, about 12 miles west of Portland. Helens, Astoria and Tillamook. Within our region, there are 20 school districts with more than 98,000 students (121,000 ADMw). Our staff members work collaboratively with school districts in the four counties we serve to deliver quality, cost-effective programs and services including special education, technology, professional development and school improvement. We're thrilled to welcome Jonicia Shelton as our next principal at Levi Anderson Learning Center and Candice Buchanan as our new Early Intervention coordinator.

Every quarter, we share a story about a child care provider from Clatsop, Columbia or Tillamook county who has received support from our Northwest Regional Child Care Resource & Referral team.

We're excited to introduce you to Rebecca Real of St. Helens, Oregon. Rebecca opened Kids Corner Childcare three years ago and has been providing child care to infants, toddlers and preschoolers.

In addition to helping her obtain her child care license, our team has connected her with business and leadership courses and provided technical guidance on topics like SPARK (Oregon's quality recognition and improvement system) and the Oregon Child Care Alliance.

We recently sat down with Rebecca to ask her about her work, what it's like to own a child care business in Columbia County and what's she's planning next for her business.

Save the date for our fall 2026 student-led equity summit!

We're hosting our sixth annual Cascade Alliance for Equity Summit on Oct. 9 at Warrenton Middle School. We hope you can join us.

This free event is open to students, educators and board members in Clatsop, Columbia, Tillamook and Washington counties, and local community partners.

Lunch and refreshments will be provided. We can also reimburse your school district for substitute and mileage costs.

Denise Reynolds, an instructional coach who works for the St Helens School District, says the conference was exactly what she needed. She wasn’t sure what to expect at the start of the day but was encouraged by the insights the students shared. “I hope all educators have a chance to come to see this,” she says.

Over the past six years, we've learned a lot about what it takes to create meaningful change for students.

Our latest reflection on the 2020-26 Strategic Plan highlights two important shifts in our work: a deeper commitment to co-designing solutions with students and communities, and a stronger sense of shared responsibility for outcomes across the region.

#1 ARTICLE & PODCAST: Becoming a Great Reader Doesn’t Happen By Accident

About six years ago, Astoria School District educator Stephanie Sparks noticed something. Her third, fourth and fifth graders were having trouble reading.

Teachers were following the curriculum, and students were trying their best. It just didn’t add up.

These days, nearly everything about the way the district teaches students to read has changed. Teachers there don’t talk much about regret or blame. Instead, they are explicitly teaching children the skills they need to decode words, and they’re using gripping stories to draw students in.

Six years ago, our 9th Grade Success Network did something that seemed novel at the time. They decided to include high schoolers in their efforts to help freshmen stay on track to graduate.

Several years in, the idea’s no longer novel, but instead seems vital to the work.

As this year’s retiring educators say farewell to work and hello to the next phase of life, we thank them for their service and wish them a long and enjoyable retirement.

This year's 12 retirees have contributed an astounding 286 years of service to our agency. Whether they were here for 7 years or 34, each retiree has made a lasting impact on our organization.

They collectively helped thousands of children and families over the years. Although some were called to work directly with students and others were called to support that work, everyone’s efforts ensured students received the services they needed to thrive.
