School Bus Safety and Transportation Procedures

The safety of our students is our highest priority. Following the recent bus fire, we want to provide our families and community with accurate information about the safety protocols and procedures we have in place to maintain the safety and reliability of our school transportation.

We also want to recognize an important reality: while strong safety protocols can significantly reduce risk, no transportation system can completely eliminate the possibility of an unexpected mechanical failure or emergency. What we can do is make sure our buses are properly inspected and maintained and that our staff are trained and prepared to respond when an emergency occurs.

Our Buses Are Inspected and Maintained Regularly
Palominas Elementary School District follows the requirements established in the Arizona Administrative Code Minimum Standards for School Buses and School Bus Drivers. Our school buses also undergo the required annual inspection conducted by the Arizona Department of Public Safety.

The Arizona Department of Public Safety's Student Transportation Unit provides the state's Minimum Standards and other school transportation safety resources:

In addition to required state inspections, our buses receive regular maintenance and inspection by our district mechanics. Our mechanics inspect buses as part of regularly scheduled maintenance and whenever a driver reports a concern or potential mechanical problem.

When a repair requires specialized equipment, expertise, or work beyond what can be performed by our mechanics on site, the district utilizes companies that specialize in school bus and commercial vehicle repair.

Daily Pre-Trip Inspections
Every school bus driver is required to conduct a daily pre-trip inspection before operating their assigned bus. Drivers use the district's pre-trip inspection form to check the bus and identify potential safety or mechanical concerns.

Our drivers are an important part of our transportation safety system. They are expected to report any significant mechanical concern or safety issue directly to our mechanic.

When a driver identifies a major concern or safety issue, the bus is not simply placed back into service. Depending on the nature of the concern, the driver may be assigned another bus, or the route may be canceled until the concern can be appropriately addressed.

A copy of our district's daily pre-trip inspection form is available for families and community members to review.

Multiple Layers of Safety
School bus safety is not dependent on one inspection or one individual. It involves multiple layers of responsibility, including:

Daily driver pre-trip inspections

Immediate reporting of significant safety or mechanical concerns

Regular maintenance and inspection by district mechanics

Additional inspections when drivers report concerns

Specialized repairs when work is beyond the capabilities of our on-site mechanics

Required annual inspections by the Arizona Department of Public Safety

Compliance with Arizona's Minimum Standards for School Buses and School Bus Drivers

These procedures are designed to identify and address safety concerns before a bus is placed into service.

Emergency Preparedness
Even with rigorous inspection, maintenance, and safety protocols, unexpected mechanical failures or emergencies can still occur. Our responsibility is to ensure that our staff and students are prepared to respond when they do.

Our district conducts the two required school bus evacuation drills each school year with our students. These drills give students and staff the opportunity to practice how to respond quickly and safely in an emergency.

In the recent bus fire, our driver responded appropriately and effectively and prioritized safety. Our transportation staff are trained in emergency procedures, and our regular evacuation drills help ensure that both our staff and students are prepared to respond when an unexpected situation occurs.

Our goal is not to suggest that incidents will never happen, but to make sure we are prepared when they do.

Regarding the Recent Bus Fire
We also want to clarify information that was recently reported in the news regarding the investigation into the cause of the bus fire.

The district's mechanics are not conducting the investigation into the cause of the fire. Our insurance company has initiated its own independent investigation into the incident. That investigation is being conducted separately from our routine transportation maintenance and repair operations.

Because that investigation is ongoing, we will allow the appropriate professionals to determine the cause of the fire rather than speculate about what may have caused it.

The district will cooperate fully with the investigation and will carefully consider any recommendations or findings that result from it.

Our Commitment to Student Safety
We understand that seeing or hearing about a school bus fire can understandably cause concern for parents and community members. We take those concerns seriously.

Our transportation staff, drivers, mechanics, and administration are committed to providing safe transportation for our students. We will continue to follow Arizona's required safety standards, maintain our buses regularly, respond promptly to reported concerns, and ensure our staff and students are prepared to respond to emergencies.

Bus Update

We want to provide you with a brief update regarding the bus fire from yesterday. After the bus was moved to our bus yard last evening, it unfortunately rekindled this morning and caught fire again.

The fire department responded promptly and has extinguished the fire. Fire personnel are now inspecting the bus and surrounding area closely to ensure that there is no remaining heat or smoldering material.

The fire department has advised us that it is safe to have a normal school day at Palominas Elementary School. The safety of our students, staff, and facilities remains our highest priority.

We appreciate your patience and understanding as we work with the fire department to ensure the situation is fully resolved.

We want to inform you that the bus serving route C3 experienced an engine fire while enroute this afternoon. The six students who were still on board were safely evacuated and are all safe and accounted for. The fire department responded quickly, and the situation is under control. A replacement bus is currently on its way to pick up the students and will transport them home. We apologize for the unexpected delay and appreciate your understanding. We will provide any additional information if needed.

Here is what you need to know:

Wednesdays & Thursdays until 5:00 PM.
Held at Palominas Elementary.
Coronado Students: You will be bused directly to Palominas for practice!

🚌 Dismissal:
5:00 PM sharp.
Parents can pick up out front, or students can take the Activity Bus.

Held on Fridays or Saturdays.
Locations: Palominas Elementary and/or Cochise College in Sierra Vista.

⚠️ Important Rules:
Continuous academic eligibility is required.
Bring your own snacks (no sharing, per food guidelines).
No personal electronic devices allowed during practice.
All regular school policies apply.
