Interesting study by the Minneta Transportation Institute - Examining the effects of a bike and ebike lending program on commuting behavior: the Google case study.

To summarize: If people do not have to purchase (and maintain) a bike, and are offered incentives, they will commute by bike.

Safe Infrastructure was not included as a factor in the study. At the Q&A after the presentation they do touch on how safe infrastructure does impact commuting.
